Specifically, implementing the direction of the Government and the Prime Minister in Resolutions No. 33/NQ-CP dated March 11, 2023, Resolution No. 44/NQ-CP dated April 5, 2024, Resolution 82/NQ-CP dated June 5, 2024, Resolution No. 93/NQ-CP dated June 18, 2024, Official Dispatch No. 130/CD-TTg dated December 10, 2024 on urging focused direction, promptly removing difficulties and obstacles to promote the implementation of social housing projects, Official Dispatch No. 5412/VPCP-KTTH dated December 31, 2024, Official Dispatch No. 84/VPCP-KTTH dated January 3, 2025 of the Government Office; Based on the opinions of the Ministry of Construction in Report No. 322/BC-BXD and the proposals of a number of commercial banks (CBs) on supplementing the credit limit for CBs participating in the Program for lending to social housing, workers' housing, renovating and rebuilding old apartments (social housing) or excluding outstanding social housing loans when calculating the credit growth limit, the State Bank of Vietnam (SBV) has sent an official dispatch to 9 banks including: Vietnam Bank for Agriculture and Rural Development; Vietnam Joint Stock Commercial Bank for Foreign Trade; Vietnam Joint Stock Commercial Bank for Industry and Trade; Vietnam Joint Stock Commercial Bank for Investment and Development; Pioneer Joint Stock Commercial Bank; Techcombank; Vietnam Prosperity Joint Stock Commercial Bank; Military Joint Stock Commercial Bank; Ho Chi Minh City Development Joint Stock Commercial Bank).
These banks have registered to participate with the State Bank (currently 145,000 billion of 9 commercial banks) to implement Resolution 33/NQ-CP of the Government. When the above banks lend to subjects under the Social Housing Loan Program in accordance with the Resolution of the Government, the State Bank will not include the annual credit growth target of the commercial banks that have been announced; the maximum implementation period of this policy is until 2030 and the loan turnover does not exceed the amount that the commercial banks have registered to participate in the Program.
In case any commercial bank does not have the need to implement this policy, it must send a document to the State Bank (through the Department of Credit for Economic Sectors) before January 15, 2025 for monitoring and synthesis. The State Bank of Vietnam requires that commercial banks continue to report monthly on the lending situation for customers under the Social Housing Loan Program according to Official Dispatch No. 2308/NHNN-TD dated April 1, 2023. The State Bank of Vietnam requires commercial banks to strictly implement their commitments to participate in the Program on preferential interest rates and loan terms appropriate to the borrowers and purposes; pay attention to and coordinate with construction projects eligible for loans to promptly disburse when investors have a need for loans; create favorable conditions for social housing buyers to access loans.
In recent times, the Government has paid great attention to the issue of housing for workers and laborers with many policies and solutions to overcome difficulties, requesting ministries, branches and localities to focus on removing obstacles and promoting the development of social housing. This is a major policy of the Party and State in ensuring social security and is an issue that people are very concerned about. The Government leader noted that social housing is given preferential loans, land, etc., so its price is more suitable for low-income people and workers. Fast procedures and fast construction also help reduce costs and prices. However, infrastructure for transportation, electricity, water, social infrastructure, health care, education, sanitation, environment, etc. must be fully guaranteed and convenient for people as with commercial housing projects.
