π Tender Overview
Recently, some press agencies have reported on the "chaos" of traffic signs on some national highways. Signs that are hung as if they are puzzling, ambiguous, or even confusing not only cause difficulties for traffic participants but also pose a potential risk of leading to accidents.
Faced with this reality, the Vietnam Road Administration (Ministry of Transport) has just issued a document requesting Road Management Areas; Departments of Transport; Vietnam Expressway Corporation (VEC); investors, BOT project enterprises to review, adjust, repair, supplement, and replace road signs on roads according to regulations.
Accordingly, for construction investment projects, repairs and other works in the field of maintenance that have not been approved, the investor and the Project Management Board shall direct the review and adjustment of road signs in the project documents, designs or technical economic reports in accordance with the National Technical Regulation QCVN41:2024 on road signs.
Investors and Project Management Boards shall review and make adjustments to approved construction, repair and maintenance investment projects before implementing the installation of road signs and road markings in accordance with the Standards.
For road management units, the Vietnam Road Administration requires reviewing and removing unnecessary signs or signs with inappropriate content, replacing them with signs in accordance with regulations, ensuring scientific and reasonable traffic organization. At the same time, review and adjust auxiliary signs if there is too much information causing difficulties for traffic participants.
Along with that, review signs at connection locations, especially connections to highways, temporary connections to highways for construction; review, adjust and supplement signs indicating safe vehicle distances on highways.
Units proactively develop maintenance plans and budgets to organize the implementation of repair and supplement projects for road signaling systems and traffic safety works on national highways and expressways, in order to soon synchronize and meet the QCVN41:2024 standards.
In addition, the Department of Roads also requires units to detect and immediately fix any shortcomings and damage to the road signaling system on routes and traffic safety works, at intersections, school locations, locations at risk of traffic safety, road sections with steep slopes, narrow curves, limited visibility, locations with road diversions, rest stops, ensuring compliance with current regulations and promoting the signaling function for traffic participants.
The Department of Roads assigns the Road Management Areas to guide and inspect the implementation of road construction projects under the BOT form and expressways managed and operated by VEC.
