The Standing Committee of the National Assembly issued Resolution No. 09/2021/UBTVQH15 dated December 8, 2021 on social insurance and unemployment insurance management costs for the period 2022 - 2024. Extending the implementation period of the Resolution on social insurance and unemployment insurance management costs. The Resolution clearly states: Extending the implementation period dated December 8, 2021 of the Standing Committee of the National Assembly on social insurance and unemployment insurance management costs for the period 2022 - 2024 to June 30, 2025 with the following management cost levels: The social insurance management cost level in 2025 is a maximum of 1.44% of the estimated social insurance revenue and expenditure (excluding health insurance contributions for social insurance beneficiaries) deducted from the profits of the activities.
Investment from the social insurance fund. The maximum cost of unemployment insurance management in 2025 is 1.44% of the estimated revenue and expenditure of unemployment insurance (excluding health insurance contributions for unemployment insurance beneficiaries) and is deducted from the unemployment insurance fund. Before June 30, 2025, the Government shall report to the National Assembly Standing Committee on the implementation of social insurance and unemployment insurance management costs for the period 2022 - 2024 and the first 6 months of 2025; propose the cost level for organizing and operating social insurance and unemployment insurance for the period 2025 - 2027 (including the first 6 months of 2025) on the basis of innovation and reorganization of the apparatus. The Prime Minister shall assign the estimated cost of social insurance and unemployment insurance management in 2025 to be deducted according to the above provisions.
The Ministry of Finance said that after the results of the implementation of innovation and reorganization of the Vietnam Social Security apparatus, the Ministry of Finance will coordinate with relevant agencies to review and report to the Government to submit to the National Assembly Standing Committee on the expenditure for organization and operation of social insurance, unemployment insurance, and health insurance for the period 2025-2027 (including 2025) to ensure compliance with reality.
