📋 Tender Overview
Speaking at the meeting, a representative of the Ministry of Finance said that the management costs of social insurance and unemployment insurance (extracted according to the provisions of Resolution No. 09/2021/UBTVQH15 on management costs of social insurance and unemployment insurance for the period 2022-2024 and Decision No. 19/2022/QD-TTg on management costs of social insurance, unemployment insurance and health insurance for the period 2022-2024) have been reasonably arranged and used effectively. Thereby, creating a driving force to promote the development of social insurance and unemployment insurance participants; paying social insurance and unemployment insurance regimes fully and promptly; contributing to helping the Vietnam Social Insurance sector fulfill its assigned political tasks.
Besides the achieved results, the implementation process still has some limitations in the structure of management costs according to groups of expenditure tasks, expenditures on information technology application, expenditures on social insurance organization and operation, expenditures on basic construction investment, etc.
Based on the assessment of the implementation situation in the 2022-2024 period, the Ministry of Finance proposed the expenditure level for the organization and operation of social insurance and unemployment insurance in the 2025-2027 period. In particular, the expenditure contents ensure funding to perform tasks according to the provisions of the 2024 Social Insurance Law, the Law on Employment and are associated with the arrangement of the apparatus and streamlining of staff.
At the meeting, the members of the Appraisal Council agreed that, in the current context, the deadline for Resolution No. 09/2021/UBTVQH15 should be extended instead of drafting a new Resolution. However, the drafting agency should consider the appropriate extension period; at the same time, coordinate with relevant units to review the content to avoid overlapping functions and tasks.
Concluding the meeting, Deputy Minister of Justice Tran Tien Dung agreed with the proposal of the Appraisal Council; at the same time, he requested that the drafting agency fully absorb the opinions of the Council. At the same time, he noted that the drafting agency needs to closely follow the requirements of General Secretary To Lam on transforming the thinking of law-making in the direction of both ensuring the requirements of state management and encouraging creativities, liberating all productive forces, and unleashing all resources for development; and strengthening decentralization and delegation of power.
