With the Prime Ministers direction and urging many times, the work of building and perfecting the law is being carried out. The Government directs implementation with a drastic spirit, urgency, clear people, clear tasks, clear progress and clear responsibilities. However, the slow promulgation of detailed regulatory documents still exists, affecting the effectiveness and efficiency of law enforcement. As of early July 2026, there are still many decrees guiding the implementation of laws and resolutions of the National Assembly that have not been issued on time. Faced with this situation, the Government and the Prime Minister have repeatedly urged and requested ministries and branches to urgently overcome and ensure the progress and quality of document development; Ministers and Heads of ministerial-level agencies must directly direct and take full responsibility before the Government for the progress and quality of assigned law projects and resolutions. Closing progress on 23 law projects and resolutions According to the request of the National Assembly Standing Committee in Document No. 93/UBTVQH16-PLTP dated June 26, 2026 and Document No. 89/UBTVQH16-PLTP dated June 26, 2026. June 25, 2026 on the preparation of the First Extraordinary Session of the XVI National Assembly (Thematic session on law making), to ensure the quality and progress of submitting to the National Assembly and the National Assembly Standing Committee law projects and resolutions, in Document No. 6613/VPCP-PL dated July 1, 2026, Deputy Prime Minister Le Tien Chau requested Ministers and Heads of ministerial-level agencies to strictly implement Directions of the Government (Resolution No. 170/NQ-CP dated June 27, 2026 on the Lawmaking Session in June 2026), the Prime Minister (Document No. 5943/VPCP-PL dated June 24, 2026; Document No. 6079/VPCP-QHDP dated June 26, 2026); Accelerate the progress of developing and completing 23 law projects and resolutions on time. 15 law projects and resolutions must be submitted before July 3, 2026. For 15 law projects and resolutions that have been discussed and commented on by the Government at the Governments thematic meeting on law making in June 2026, including: 1. Law amending and supplementing a number of articles of the Law on Architecture; 2. Petroleum Law (amended); 3. Law on Grassroots Mediation (amended); 4. Law on Dissemination and Legal Education (amended); 5. Law amending and supplementing a number of articles of the Law on State Compensation Liability; 6. Law on Prevention and Suppression of Weapons of Mass Destruction Proliferation;7. Law amending and supplementing a number of articles of the Publishing Law; 8. Law amending and supplementing a number of articles of the Customs Law;9. Law amending and supplementing a number of articles of the Law on the State Bank of Vietnam, the Law on Prevention and Combat of Money Laundering and the Law on Credit Institutions;10. Law amending and supplementing a number of articles of 10 laws related to administrative procedures, business investment conditions in the fields of agriculture and environment;11. Law amending and supplementing a number of articles of the Laws: Technology Transfer, Telecommunications, Electronic Transactions, Radio Frequency;12. Resolution on specific policy mechanisms to handle violations of law in the fields of science, technology, innovation, digital transformation, violations related to the private economy and state economy;13. The National Assemblys Resolution stipulates specific mechanisms and policies to remove difficulties and obstacles for works and projects serving the APEC Summit 2027;14. Law amending and supplementing a number of articles of the Law on Vietnamese Workers working abroad under contract;15. Law amending and supplementing a number of articles of the Investment Law (amending the List of conditional business and investment sectors), the Deputy Prime Minister requests the Ministries: National Defense, Public Security, Justice, Home Affairs, Construction, Industry and Trade, Finance, Science and Technology, Culture, Sports and Tourism, Agriculture and Environment, the State Bank of Vietnam to urgently complete draft laws and resolutions in accordance with the provisions of the Law on Promulgation of Legal Documents, and submit them to the National Assembly before July 3, 2026. Before July 7, 2026, 7 law projects must be submitted to the Government. For the projects of the Penal Code (amended), the Land Law (amended), the Law consolidating the State Budget Law and the Law on Public Investment, the Law on Special Urban Areas (or the Law on Urban Development), the Law on Organization of Criminal Investigation Agencies (amended), the Law on Housing (amended), the Law on Real Estate Business (amended), the Deputy Prime Minister requests the Ministries: Public Security, Agriculture and Environment.
