📋 Tender Overview
The Minister of Education and Training issued Circular No. 54/2026/TT-BGDDT regulating training programs for all levels of higher education, establishing a unified framework for building, appraising, promulgating, organizing implementation and ensuring the quality of training programs at university, masters and doctoral levels. Download Output standards associated with digital competencies, artificial intelligence and professional requirements. The Circular specifies the provisions of the Law on Higher Education (amended and supplemented), and at the same time uniformly stipulates requirements for training objectives, input requirements, output standards, learning load, program structure, teaching methods, testing, evaluation, teaching staff, facilities, learning materials and learning environment. The issuance of the Circular creates a basis for the Higher education institutions proactively build and develop training programs in accordance with their mission, development strategy and implementation capacity; At the same time, ensure consistency between training objectives, output standards, training content, teaching methods, testing, assessment and quality assurance conditions. Output standards are associated with digital competencies, artificial intelligence and professional requirements. One of the notable points of the Circular is that the output standards must be concretized into requirements that can be observed, evaluated and measured; as a basis for designing, organizing, implementing, testing, evaluating and improving training programs, as well as considering recognition of learning results and granting diplomas. For university degrees, output standards must have requirements on digital competency, artificial intelligence (AI) content, foreign language competency, adaptability and lifelong learning. For masters degrees, output standards must demonstrate requirements for research capacity, innovation, application and knowledge development. For the doctoral level, requirements are set on the ability to independently research, propose new technologies or solutions, have scientific publications or products that apply research results, and have the ability to guide scientific research and innovation. Minimum learning load for each level The Circular also clearly stipulates the minimum learning load for each level. Accordingly, university level training programs and level 6 training programs have a minimum volume of 120 credits; Special specialized training programs of 150 credits or more; Masters degree training program of 45 credits or more; The doctoral training program is 90 credits. The training program structure must clearly show the relationship between training objectives, output standards, training content, teaching methods, testing, evaluation and quality assurance conditions; At the same time, clearly identify mandatory and optional learning components, creating conditions for learners to build learning plans and roadmaps suitable to their abilities, needs and career development orientation. For university-level training programs, in addition to general education knowledge, basic industry knowledge and industry knowledge, the program must have supporting content on foreign languages, digital competencies, artificial intelligence and other necessary knowledge and skills. Research-oriented and academic programs must strengthen scientific, scholarly research and innovation activities; Application-oriented and professional programs must enhance practice, internships, career experiences, projects or projects linked to practice. Expand space for building flexible training programs. The Circular clearly stipulates requirements for many types of training programs, including interdisciplinary, cross-disciplinary, dual-industry, major - minor, integrated programs and programs with specific orientations or requirements such as talented engineer programs, talented bachelor programs or corresponding programs. Other. For interdisciplinary or transdisciplinary programs, the program structure must ensure integration, connection and support between fields and disciplines with professional applications; Output standards must reflect interdisciplinary or transdisciplinary competencies. For dual-disciplinary programs, the program must meet the output standards of both training majors; The specific study load of each major, in addition to commonly used or recognized equivalent modules, must have at least 30 credits. For major - minor programs, the separate learning load of the minor must have at least 15 credits. For integrated training programs, the program structure must ensure continuity between training stages, clearly defining input requirements, transition conditions and output standards of each stage; The minimum learning load is not less than 90% of the total minimum learning load of the two corresponding qualifications. These regulations create a legal basis for higher education institutions to develop training programs in accordance with the characteristics of the industry, field, training goals and human resource development needs, while ensuring output standards and training quality. Attaching autonomy to regulations on staff and quality assurance conditions Circular regulating training facilitieso have autonomy in building and developing the training program, and at the same time be responsible for the quality of the program and exercise accountability according to the provisions of law. The training program must be built on the basis of training program standards at the corresponding level, industry, industry group or field; Refer to and compare with professional standards, competency standards, practice requirements, training programs and domestic and international practices; must be evaluated before promulgation. The Circular specifically stipulates that full-time lecturers play a key role in organizing, implementing and teaching the program. For university level training progr
