The restoration of the Ros River should become a pilot project in the restoration of rivers throughout Ukraine. The Minister of Environmental Protection and Natural Resources of Ukraine, Svitlana Grynchuk, stated this during the conference on the Action Plan for the integrated solution of the problems of the Ros River Basin for 2024-2030. The participants discussed the current situation and the river restoration action plan approved by the Cabinet of Ministers of Ukraine.
The event was attended by the head of the Committee on Environmental Policy and Nature Management Oleg Bondarenko, member of the Committee on Organization of State Power, Local Self-Government, Regional Development and Urban Planning Andriy Strikharskyi, First Deputy Minister Olena Kramarenko, heads of the State Water Agency, the State Environmental Inspection of Ukraine, the head of the All-Ukrainian Environmental of the league Tetyana Tymochko, head of the public organization "Protection of Small Rivers of Ukraine" Oleksandr Rozanov, representatives of the NGO "Horty Bohuslava" Vlas Berezovy and the NGO "Save Ros" Iryna Balo, the author of the petition on the restoration of the Ros river Vladlen Kovtun and others.
According to Svitlana Grynchuk, the issue of restoration of the Ros River requires a cross-sectoral approach and includes such measures as:
increased responsibility for violations of water protection legislation;
restrictions or changes in water use conditions in case of low water;
changes to the Procedure for issuing permits for special water use and a number of changes to the Water Code;
management of unmanaged hydrotechnical structures and their inventory;
development and approval of the water management balance of the Ros River;
inventory of river tributaries and development of programs for their restoration, etc.
The head of the Ministry of Environment stressed to all the participants of the process and the responsible executors of the plan for the improvement of the river to ensure the implementation of these measures.
"Among the priorities today is a clear inventory plan of all hydrotechnical structures of water objects of the Ros River, which must be eliminated. We must fundamentally change our approaches to water resources management and conservation. Some objects require long-term works, but there are also those where you can start acting now. In addition, the issue of issuing permits for special water use and fulfilling all the necessary conditions, as well as the arrangement of coastal protection strips by local authorities, is a special issue today. These issues require special attention to ensure sustainable water use," noted Svitlana Grynchuk.
According to her, the Russian problem has been with us for many years, and this issue will not be solved in one day. It is characteristic of a large number of rivers in Ukraine. It is important to understand that none of the state bodies can solve this situation alone - it requires joint and systematic work of all involved parties. We plan to regularly hold such meetings in the future and monitor the progress of the Action Plan, fix problems and solve them promptly.
