The government has approved a series of decisions that will provide additional support to residents of frontline territories and initiate systematic state funding for passenger rail transport. In December, the 3000 km across Ukraine program will start in test mode. At the initial stage, it will focus on routes to and from frontline regions. The program will operate within the framework of the presidential initiative Winter Support. Starting today, December 3, at 10:00, it will be possible to book up to four trips totaling 3000 kilometers in the Ukrzaliznytsia application. Free tickets for available seats can be obtained in the sleeper, compartment, regional trains, and 2nd class Intercity on designated 24 routes. The list will be updated. The first routes under this program will operate on December 5. The routes for the pilot launch were determined based on an analysis of train occupancy, with a special focus on the needs of residents in frontline regions. This will stimulate travel for those Ukrainians for whom an affordable fare is key, rather than the duration of the trip, and will also partially relieve peak travel periods. How to book a ticket for kilometers? Update or install the Ukrzaliznytsia application. The account must be verified through Diia.Signature. In the application, click on the 3000 mark and Participate -- you will receive your 3000 km. Choose a train marked 3000. The ticket cost will be automatically covered from the bonus kilometer account. No additional funds from the state budget are allocated for this program. The governments decision includes compensators so that Ukrzaliznytsia can also receive additional income, including dynamic pricing in the premium segment. The state has already started and will continue to co-finance passenger transport so that the railway can operate stably. The new government decision will launch a changed approach to this funding. In the first quarter of 2026, a mechanism should be created that will compensate for the difference between the available fares for passengers and the actual cost of transportation. The railway remains a key element of the states defense capability -- it includes both passenger transport and medical, evacuation, and diplomatic flights. Almost daily, the enemy uses all possible means to stop this movement. Therefore, government support for both the railway and passengers is critically necessary. Important to know: A ticket can only be booked for yourself and your child. It is not possible to book for adult relatives or friends. Children over 5 years old also receive their own 3000 km. For this, they must be added to your account in Diia (upload the birth certificate). The program offers available seats in sleeper cars, compartments, regional trains, and 2nd class Intercity. The program only covers the cost of travel. Bedding, tea, transportation of animals, luggage, and other additional services are paid separately. Kilometers cannot be monetized; they are only valid for travel. The 3000 kilometers do not have to be used in December 2025; the largest number of seats will primarily be offered by Ukrzaliznytsia in the low season (January, February, October, November). The unused balance of the 3000 kilometers across Ukraine can later be converted into bonus hugs in the Ukrzaliznytsia loyalty program Iron Friends.
