πŸ“‹ Tender Overview

On July 11, Deputy Minister of Finance of Ukraine Olha Zykova took part in a discussion panel dedicated to the role of artificial intelligence and digitalization in economic development and recovery. The event took place within the Constituency Meeting of the International Monetary Fund and World Bank member countries in Chisinau, Moldova.

The event brings together high-ranking officials, representatives of central banks and ministries of finance of IMF and World Bank member countries, as well as managers and representatives of the Fund and the Bank.

In her speech, Olga Zykova spoke about the use of digital technologies by the Government of Ukraine in the areas of public finance management, public investments, and the implementation of reforms. And also about how innovations affect the efficiency of the use of public funds and generally optimize the work of the Ministry of Finance.

"Digitalization is primarily about increasing efficiency, optimizing public administration processes, transparency before citizens and partners. Even in the conditions of a full-scale war and the numerous challenges it provokes, the Ministry of Finance continues to systematically take measures to digitize processes. Only in the first half of 2024, two analytical tools were published to monitor the remuneration of civil servants and the implementation of reforms by Ukraine. Measures to improve IT technologies in the field of public finance management are also being implemented. IT solutions for managing public investments are being developed, which, in turn, will contribute to recovery efforts thanks to effective decision-making on the selection of projects and the use of funds," said Olha Zykova.

In the first half of 2024, the Ministry of Finance reviewed, adapted and automated IT technologies in the field of public finance management. In particular, the piloting of the automated information system of online interaction with managers of state budget funds, which automates the activities of the Ministry of Finance of Ukraine, the main managers of budget funds, managers of lower-level budget funds and recipients of budget funds, was successfully completed.

In the current year, as part of the implementation of the Strategy for digital development, digital transformations and digitalization of the state finance management system for the period until 2025, the Ministry of Finance is implementing an information and analytical system for budget planning and monitoring the implementation of the state budget.

Also, the Ministry of Finance developed and published an analytical tool on the remuneration and number of employees of state bodies, local state administrations and judicial authorities based on automated and comprehensive data analysis.

Recently, the Government of Ukraine presented the analytical tool Matrix of reforms, which systematizes the conditions and recommendations of Ukraine's international partners in key sectors. This tool facilitates effective implementation and monitoring of all planned reform measures. It also ensures transparency and accountability in the implementation of policies agreed with partners.

In 2024, the Government of Ukraine launched a reform of public investment management. The reform aims to ensure strategic planning of investments, their prioritization, uniform approaches to project selection, as well as strong implementation capacity in the public sector.

"The use of digital technologies is critically important for comprehensive reform of public investment management. To this end, the Government of Ukraine is developing an integrated IT ecosystem that will ensure an optimal decision-making process based on the country's strategic priorities and needs. This tool will also increase the transparency of the Government's work in attracting investments," said Olha Zykova.

It was noted that the Ministry of Finance has plans to improve the IT processes of public finance management in the medium term, which is also provided for by the National Revenue Strategy.

The Ministry of Finance plans to carry out IT consolidation of the information resources of the subjects of the state finance management system - the State tax, customs, audit, treasury and financial monitoring services. Thus, a single information and communication system will be introduced in the state finance management system. This will increase the level of transparency and openness of data with the use of information technologies, improve interdepartmental interaction, prevent the influence of the human factor on information processing, increasing the quality of the provision of public services and administrative services.

Summing up, Olha Zykova emphasized that the digitalization of the Government of Ukraine is of great importance in all possible areas, both in the financial sphere, reconstruction and defense of the country during the war, the fight against corruption, and ensuring comfortable conditions for Ukrainians. Ukraine is already one of the leaders in the world in digitalization of the state. Implementation of IT technologies will continue to be one of the priorities of the Government of Ukraine.
