The Verkhovna Rada Committee on Environmental Policy and Nature Management supported the bill on the comprehensive reconstruction of obsolete housing estates. The document will give an opportunity to start the process of updating the housing stock in Ukraine. This was stated by Deputy Minister of Community and Territorial Development Natalia Kozlovska. The document supported by the committee is extremely important because the current law on the reconstruction of obsolete housing estates contains a number of requirements that cannot be implemented in practice. So now we need to break the deadlock. The bill provides for mechanisms that will finally balance the interests of investors developers citizens and local authorities and help local governments to begin the process of updating the housing stock said Natalia Kozlovskaya. The bill provides in particularintroduction of an algorithm for deciding on the reconstruction of obsolete housingnot only apartment buildings will be subject to reconstruction but also existing social and transport infrastructure facilities located within the quarter to be reconstructedimproving the procedure for compensation to owners of obsolete housingdifferent options for resettlement of residents of the neighborhood during the reconstructionidentified measures for the reconstruction of a quarter or neighborhood reconstruction of apartment buildings in particular it is modernization with the resettlement of residents or without resettlement or demolition of an apartment buildingexpanded list of sources of funding for reconstruction projects.It should be noted that the reconstruction of housing will be carried out under the new building codes which provide for aspects of energy efficiency barriers creating the necessary infrastructure etc. which will further significantly reduce the cost of maintaining housing. We will remind earlier the Minister of Development of Communities and Territories Alexey Chernyshov reported that in the State budget for 2022 the essential increase in financing of measures on energy efficiency is provided.
