The steel industry accounts for approximately 35% of Japans manufacturing industrys CO2 emissions, and its GX (green transformation) is particularly required.
Recently, as the Ministry of Economy, Trade and Industry conducts a study on the calculation of CFP (CO2 emissions including the manufacturing stage) in public construction works that utilize green iron, a steel material with reduced CO2 emissions during manufacturing, the Ministry of Land, Infrastructure, Transport and Tourism has decided to conduct green iron trial construction in civil engineering work ordered by the Ministry of Land, Infrastructure, Transport and Tourism.
We will continue to add trial construction projects this fiscal year in preparation for full-scale use in public construction projects from 2030 onwards.
1. Background/Summary
The steel industry accounts for a large proportion of CO2 emissions in Japans industrial sector, and there is a particular need for GX toward the realization of carbon neutrality. On the other hand, the market for green iron, which is a steel material that reduces CO2 emissions during manufacturing, is still insufficiently formed. Therefore, it is important for the government to take the initiative in promoting public procurement to create initial demand and create a market where GX value is appropriately evaluated.
For this reason, we have decided to accumulate knowledge on the distribution and GX value of green steel in preparation for its full-scale use in public works from 2030 onwards.As part of the Ministry of Economy, Trade and Industrys GX Demand Creation and Carbon Pricing Management Project, we will use green steel, including steel sheet piles and bridge plates, on a trial basis in civil engineering work ordered by the Ministry of Land, Infrastructure, Transport and Tourism, and conduct surveys on CO2 emissions, etc., including during the manufacturing stage.
As we conduct the survey, we will gradually expand the scope of trials.

Green iron is also positioned as one of the main products and technologies in the Japan Growth Strategy approved by the Cabinet this month, and in its roadmap, creating initial domestic demand for green iron (procurement of green iron for public works, etc.) is specified as a measure to be taken. Additionally, the Decarbonization Action Plan for Civil Engineering Works by the Ministry of Land, Infrastructure, Transport and Tourism (July 31, 2020) also provides a roadmap for construction materials (steel).
