We cannot just meet, listen, and record enthusiastic opinions, but need to move from general calls to assigning specific problems, from meeting on occasion to regular cooperation, from contributing ideas to jointly implementing, from commitments to verifiable products. Ministries, branches, research institutes, universities and domestic businesses must proactively place orders. It cannot be said in general that Vietnam needs good experts and high technology. It must be clearly stated what problem needs to be solved, what technology is lacking, what field experts are needed, what agency will receive it, and what the final product is. Identifying the right specific problem is an important premise for finding the right person and assigning the right job to develop the right capacity. Each expert chooses practical tasks to participate in such as performing research tasks, guiding young staff, building training programs, connecting French research facilities and businesses with Vietnamese partners; Transfer and gradually master technology.
