The development of the Law aims to promptly institutionalize the Partys policy on protecting the Fatherland early and from afar; perfect the legal basis for preventing and combating the proliferation and financing of proliferation of weapons of mass destruction; meet practical requirements and implement international treaties and resolutions of the United Nations Security Council of which Vietnam is a member. At the 4th session taking place on July 16, the National Assembly Standing Committee reviewed and commented on the project Law on Prevention and Suppression of the Proliferation of Weapons of Mass Destruction. The Governments presentation on the project Law on Prevention and Suppression of the Proliferation of Weapons of Mass Destruction was presented by General Phan Van Giang, Deputy Prime Minister. The Prime Minister and Minister of National Defense presented at the meeting and said that the draft Law includes 4 chapters and 37 articles; regulates principles, measures, policies, resources and responsibilities of agencies, organizations and individuals in preventing and combating the proliferation of weapons of mass destruction. The scope of regulation of the draft Law focuses on main contents such as: National risk management; control list; Specific management and control measures for activities, goods, materials, equipment, software, technology, and services that are at risk of being exploited; out-of-category control; control of end users, end uses; prevention and emergency response measures; popular funding controls; information, data, early warning, interdisciplinary coordination; State management, inspection, inspection, supervision, handling of violations, ensuring resources and international cooperation. Examining the Law project, Chairman of the National Defense, Security and Foreign Affairs Committee, Senior Lieutenant General Le Tan Toi affirmed that the Standing Committee of National Defense, Security and Foreign Affairs agreed with the need to promulgate the Law with the political, legal and practical bases stated in the Governments Proposal. The Standing Committee of National Defense, Security and Foreign Affairs basically agrees with the scope of regulation and subjects of application of the draft Law, however, it is recommended to continue reviewing to clearly define the regulatory boundaries between this Law and specialized laws; clarify the principles of applying the law in case of interference between management fields; Supplement and complete regulations for activities related to technology, data, services and transactions with foreign elements. Discussing the law project, members of the National Assembly Standing Committee proposed the need to continue reviewing to ensure the unity and synchronization of the legal system, especially in the fields of foreign trade management, customs, prevention and combat of money laundering, chemicals, atomic energy, including laws related to this field that are currently being approved by the Government. submit to the National Assembly for consideration and possible approval at the first extraordinary session. At the same time, it is proposed to further clarify the concept of proliferation of weapons of mass destruction in the direction of covering more forms of intangible technology transfer, technical data and knowledge through the digital environment; Clearly define the principles of applying the law and the scope of regulation, especially in cases where goods are not on the control list but have grounds to determine that there is a risk related to the proliferation of weapons of mass destruction. Concluding this content, Vice Chairman of the National Assembly Nguyen Doan Anh said: The National Assembly Standing Committee agrees with the need to promulgate a law to promptly institutionalize the Partys policy on protecting the Fatherland early and from afar, contributing to perfecting the framework. The legal framework is effective enough to effectively regulate the work of preventing and combating the proliferation of weapons of mass destruction, meeting the requirements of the new situation. This is a difficult law project with many new issues, related to many fields and industries, affecting socio-economic, production and business activities. Although the time to draft and submit to the National Assembly was urgent, the Government and the Ministry of National Defense proactively prepared documents in accordance with the provisions of the Law on Promulgation of Legal Documents, ensuring quality and many contents. The content of the draft law has been researched and absorbed, meeting the requirements for innovative thinking in legal development, in accordance with practical requirements and international practices. The National Assembly Standing Committee also highly appreciated the National Defense, Security and Foreign Affairs Committee, the Nationalities Council and other National Assembly committees for actively and urgently examining the law project with many specific opinions and clear viewpoints. To continue completing the draft law for submission to the National Assembly, Vice Chairman of the National Assembly Nguyen Doan Anh requested the Government to fully absorb the opinions of the National Assembly Standing Committee and the inspection report of the National Defense, Security and Foreign Aff
