Mr. Ho Van Chi (HCMC) joined the army in February 1982, with the rank of Sergeant, former soldier of Battalion 73, Group 384, Army Corps 12. During his time in the army (3 years and 5 months), he had 3 consecutive years of international duty in Savannakhet province, Lao PDR. In May 1985, Mr. Chi was awarded a Certificate of Merit from the Ministry of National Defense. In July 1985, he changed majors. When changing majors, the old unit issued a letter of introduction to the locality to carry out procedures for considering awards (including the Badge For International Service and the Third-Class Glorious Soldier Medal). In 2015, he continued to declare and submit documents for consideration of awarding the Third Class Victory Medal to soldiers performing international duty in Laos according to Instruction No. 124/TCCC/2015. However, up to now he has not received the results of the settlement. Mr. Chi asked, with the process of working and performing international duty in Laos mentioned above, is he eligible to be considered for the following forms of commendation including: Third-class Victory Medal, Third-class Glorious Soldier Medal and For International Service Badge? Is there currently still a deadline to receive and resolve outstanding commendation documents in his case? Which agency or unit (Ministry of Military Affairs) Province/city of residence, Military Region Political Department or Army Corps 12) is the unit that directly processes, looks up files and responds to the results to soldiers? Regarding this issue, the Department of Propaganda and Training, Ministry of National Defense has the following opinions: Subjects and standards for rewarding achievements on international missions in Cambodia, Laos and line 1 of the Northern border and remote islands: follow Instruction No. 124/HD-CT dated January 22, 2015 of the Ministry of Defense. The General Department of Politics of the Vietnam Peoples Army on continuing to resolve rewards for achievements in the resistance war and international missions in Cambodia, Laos, line 1, northern border, and remote islands; Official Dispatch No. 1265/CT-TH dated July 21, 2021 of the General Department of Politics of the Vietnam Peoples Army on continuing to resolve rewards for resistance achievements and international missions in Cambodia, Laos and line 1 of the northern border and remote islands; The implementation time for considering and rewarding is until December 2023. Currently, there is no policy from the competent authority on continuing to consider and reward achievements on international missions in Cambodia, Laos and line 1 of the northern border and remote islands. When there is a policy, the agency will guide implementation. Regarding rewarding the Glorious Soldier Medal, the subjects and standards of reward are specified in Article 57 of the Law on Emulation and Commendation No. 06/2022/QH15 dated June 15, 2022, amended and supplemented with a number of articles of the Law on Emulation and Commendation No. 06/2026/QH16 stipulating the standards for rewarding the Glorious Soldier Medal as follows: Glorious Soldier Medal first class to be awarded or posthumously awarded to individuals with a continuous working history of 20 years or more. The Second Class Glorious Soldier Medal is awarded or posthumously to individuals with a continuous working history of 15 to less than 20 years. Third-class Glorious Soldier Medal is awarded or posthumously awarded to individuals with a continuous work history of 10 years to less than 15 years. Comparing with the above regulations, he has 03 years and 05 months of service in the army, not yet qualified to be awarded the Glorious Soldier Medal according to current regulations.
