π Tender Overview
The Unified Health System (SUS) recorded sustained growth in the supply of beds, surpassing 360.4 thousand in operation in the country. More than 10 thousand new beds have been created in the public network since 2022, most of them surgical. With this, the country reverses the historic reduction in beds in the public health network recorded a decade ago, after abrupt growth in the most acute period of the Covid-19 pandemic, followed by a decline. The advance highlights the continuous expansion of installed capacity to respond to the populations main care demands.
After more than a decade, the SUS has returned to sustainable growth. The expansion of beds shows that we are rebuilding and strengthening the capacity of the public network to serve the population in all regions of the country. Our commitment is to guarantee permanent expansion, with continuous planning and investment, without setbacks. This means more access to care, more structure for health professionals and more security for those who depend on the SUS, stated the Minister of Health, Alexandre Padilha.
RECORD OF SURGERIES -- Of the 10,057 open beds, around 74.9% were allocated to the surgical area. With this strengthening of installed capacity, the SUS broke a historic record for elective surgeries, with 14.7 million procedures performed in 2025, 42% more than the total in 2022. The result demonstrates greater access by the population to hospital services and contributes to reducing queues accumulated in previous years.
The effort is part of the Agora Tem Especialistas program aimed at expanding the offer of consultations, exams and surgeries in the SUS, reducing the waiting time for these procedures. In addition to surgical beds, there was also an expansion of clinical beds, day hospitals and complementary services, essential for the care of patients who require greater monitoring and for carrying out more complex procedures.
In the restructuring of federal hospitals in Rio de Janeiro by Agora Tem Especialistas, the current management of the Ministry of Health created and reactivated 329 beds. In these units, there was a 30% increase in the number of surgeries performed in one year, reaching 21,869 procedures in 2025; and 28% in total hospitalizations, a total of 42,516 last year.
STRENGTHENING CARE -- The increase in installed capacity is aimed at the populations main health demands, considering structural factors, such as technological advances - which impact, for example, the average length of stay with less invasive techniques; the implementation of the Psychiatric Reform, with progressive closure of beds in hospitals and expansion of the replacement network; and the reduction in the birth rate.
The strengthening of the SUS service network is also reflected in strategic investments. Under the New Health PAC, 36 new maternity hospitals and 31 Normal Birth Centers are planned, with a total investment of R4.8 billion, expanding the offer of humanized care and reinforcing the maternal and child network.
Under the current management of the Ministry of Health, the budget allocated to mental health grew by 70%, reaching R2.9 billion, with the activation of 653 new services in the period. In obstetric care, the cost of neonatal beds increased by 230% through the Alyne Network, launched in 2024 with a focus on assistance to pregnant women and babies.
