In Resolution No. 254/NQ-CP, the Government agreed to submit to the National Assembly Standing Committee the addition of the Law on Implementation of Democracy at the Grassroots (amended) to the 2026 Legislative Program of the 16th National Assembly. The Project on the Law on Implementation of Democracy at the Grassroots (amended) was drafted according to shortened order and procedures. The Minister of Home Affairs, authorized by the Prime Minister, signed on behalf of the Government. The Governments proposal to the National Assembly Standing Committee to supplement the Law on Implementing Democracy at the Grassroots (amended) project in accordance with the provisions of the Law on Promulgation of Legal Documents and related documents; proactively report and explain to the Standing Committee of the National Assembly and agencies of the National Assembly according to regulations. At the same time, the Ministry of Home Affairs presides and coordinates with the Ministry of Justice and relevant agencies to develop the project Law on Practicing Democracy at the Grassroots (amended) in accordance with the provisions of the Law on Promulgation of Legal Documents and other relevant regulations. The Law on Implementing Democracy at the Grassroots (Law No. 10/2022/QH15) was passed by the 15th National Assembly of the Socialist Republic of Vietnam at its 4th session on November 10, 2022 (effective from July 1, 2023). The Law includes 06 chapters, 91 articles, regulating the content and methods of implementing democracy at the grassroots, the rights and obligations of citizens in implementing democracy at the grassroots and the responsibilities of agencies, units, organizations and individuals in ensuring the implementation of democracy at the grassroots.
