The Government has just issued Resolution 37/2026/NQ-CP on the structure, quantity and a number of policies for principals, directors, vice principals, deputy directors, and educational support personnel when arranging preschool, general, continuing, and public vocational education facilities at provincial and commune levels. This resolution applies to: 1- Preschool education establishments, general education establishments, continuing education establishments and public vocational education establishments that carry out arrangements. 2- Principals, directors, vice principals, deputy directors, and educational support personnel in the above-mentioned educational establishments. 3- Peoples Committees at all levels, the Department of Education and Training and other organizations. Agencies and units related to the organization and implementation of public educational facilities. 4- Other agencies, organizations and individuals related to the implementation of this Resolution. Structure, quantity, and regime for preserving position allowances for principals, directors, vice principals, and deputy directors. Director: Each educational institution has 01 principal or 01 director. 2- Vice principal or deputy director: a) For preschool educational institutions, general education institutions, continuing education centers: The main school is assigned 01 vice principal or 01 deputy director; Each branch is assigned 01 vice principal or 01 deputy director; b) For intermediate schools and vocational high schools: The number of vice principals shall comply with the law on the number of deputy directors; c) For vocational education centers - continuing education: The head office is assigned 01 deputy director, each branch is assigned 01 deputy director.3. After arranging according to the provisions of 1 and 2 of this section, the remaining principals, directors, vice principals, and deputy directors of the educational institutions before the arrangement are arranged as follows: a) Arrangement to teacher positions or other employment positions suitable to the professional capacity, skills, and training majors of the principals, directors, vice principals, and deputy directors after arrangement; b) The remaining number of principals, directors, vice principals, and deputy directors after arrangement; After making enough arrangements as prescribed in a above, if you wish to quit your job, the payroll streamlining policy will be implemented according to the provisions of Decree No. 154/2025/ND-CP dated June 15, 2025 of the Government regulating payroll streamlining.4. In cases where the principal, director, vice principal, or deputy director ceases to hold their position or is appointed to a new position with a lower position allowance due to the arrangement of educational facilities, the leadership position allowance will be reserved according to the provisions of Article 11 of Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government on policies and regimes for cadres, civil servants, public employees, workers and human resources. armed forces in implementing the organizational arrangement of the political system (amended and supplemented in Decree No. 67/2025/ND-CP dated March 15, 2025). Structure, quantity, and policies for educational support personnel Regarding the structure, quantity, and policies for educational support personnel, the Resolution stipulates: 1- Number of educational support personnel for preschool education establishments and educational institutions. Departments of general education, continuing education centers: a) Accounting, clerical, and treasurer positions are arranged to be shared with educational establishments (including main schools, branches, school sites), each position is assigned 01 person. For accounting positions, in the case of a school with boarding or semi-boarding students with a scale of 40 classes or more, a maximum of 02 people are assigned.b) Positions working on equipment, experiments, libraries, and teachers Services, student counseling, educational support for people with disabilities, information technology (or office administration), and school health are arranged separately for the main school and each branch. Each job position specified in this point is assigned 01 person. c) The direct management agency of the educational institution decides to arrange the number of educational support personnel according to the provisions in a and b; In case of necessity, based on the size and actual conditions of the educational institution, decide to arrange a person to take on one or more job positions in accordance with the capacity, expertise, and task requirements and not exceeding the number of workers assigned by the competent authority.2. The number of educational support personnel for vocational schools (including intermediate schools, vocational education centers - continuing education, vocational high schools) shall comply with the regulations on organization and operation of educational establishments and relevant laws.3. After arranging according to the above regulations, the remaining number of educational support personnel of the educational establishments before the arrangement is arranged as follows: a) Arrange the missing educational support personnel according to the prescribed quota, except for the cases specified in b and c below. In case the training and fostering standards of the new job position are not met, the code and title v will be kept.The salary coefficient currently being enjoyed. When meeting the training and fostering standards of the new job position after arrangement, the title and salary will be assigned according to that job position or career levels will be assigned according to regulations.
