To public opinion on the project of the Corio Port TerminalThe National Port Authority - APN is a decentralized public technical body in charge of the National Port System, attached to the Ministry of Transportation and Communications, which has as its main guideline the promotion of private sector participation, preferably through investment in the development of infrastructure and port equipment.
Under said guidelines, by means of a resolution of the Board of Directors No. 0068-2025-APN-DIR, the Board of the APN granted only the temporal technical viability to the Corio Port Terminal, located in the district of Punta de Bombon, province of Islay, Arequipa region; for a period of three (03) years.
A request for temporary technical viability only grants the right to carry out technical studies in a given area; In other words, they do not imply definitive authorization and much less authorization to execute works.
The technical studies after temporary technical viability will be evaluated by the APN in a next administrative stage, which once passed, will allow the port authorization that authorizes the works execution phase.
Therefore, the aforementioned procedures guarantee the technical suitability of any port project, in order to ensure the competitiveness of the national port system, so the APN rejects statements about irregularities in the process for the approval of the application for temporary technical viability of the port project of the Corio Port Terminal.
Notwithstanding the foregoing, taking into account the agreement of the VIII Regional State Council (CER) in which it was proposed that the port development of the Corio Port Terminal be carried out through a Public Private Public Association APP, and in order to analyze the best option, the board of directors Resolution of Directory Agreement No. 0068-2025-APN-DIR dated August 8, 2025, until a cost/benefit analysis is carried out in order to determine the benefit that would be developed for the public interest to develop the Corio port terminal as a public-private partnership of state initiative or through an administrative port qualification.
The APN will proceed to the respective economic analysis in order to find the best option, as well as the relevant coordination with all public and private entities, with the objective that the Arequipa region and the south of Peru have infrastructure that contributes to its competitiveness and the development of the country.
