Thats exactly what were promoting with Clever Bauen BW, said Razavi. A total of 1.4 million euros is available in the first round of funding. The aim is to support model projects in housing construction for the first time that test an innovative approach to existing construction and equipment standards and thus show new ways of high-quality, cost-effective and resource-saving construction. The state seeks and promotes model projects. The call for projects was created in close collaboration with the SDB. There, experts from municipalities, construction practice, the housing industry and science jointly examined why building is becoming more and more expensive - and how it can be made easier. Research results show: Increases in construction costs are largely caused by rising standards. At the same time, they prove that simpler, robust solutions can significantly reduce construction, operating and maintenance costs. The additional effort required for this is shifted primarily to the early planning and coordination phase. This makes pilot and model projects that test these approaches under real conditions all the more important. These are to be promoted with Clever Bauen BW. The project call also takes up the current discourse and combines it with the experiences from the projects and working groups of the strategy dialogue. The aim is to use existing leeway in dealing with standards and norms consciously, responsibly and with approval and to test them under real market conditions. Scientific support ensures that the knowledge gained is evaluated and made usable for standard housing construction. Minister Razavi said: We want good ideas not to get stuck in studies, but to come to the construction site. Clever Bauen BW brings the experimental use of standards from theory into practice. Because if we build more simply, everyone benefits: the builders, the tenants and ultimately also our environment - and thats really clever. Projects throughout Baden-Wurttemberg are supported - from new construction to the conversion or reactivation of empty buildings. In addition, feasibility studies are also supported, which serve to prepare specific construction projects and develop solutions that can be approved. The program is aimed at all interested builders who are prepared to deal innovatively with standards and make their experience available for knowledge transfer. Structural implementation is supported with 300 euros per square meter of eligible living space. Scientific support is funded with 100 percent of the eligible accompanying costs (maximum 100,000 euros per project). Feasibility studies on the building type E principle are funded with up to 80 percent of the eligible costs (maximum 50,000 euros per application). Submission of project outlines in two rounds Project outlines can be submitted in two rounds. The deadline for the first round is March 31, 2026. The submitted project outlines will be reviewed and selected by a committee of experts. The sponsors of the selected projects are then invited to the dialogue process. The second round of submissions for further project outlines is running at the same time. The deadline for this is June 30, 2026. Building type E The so-called building type E (E for simple or experimental) is at the center of the discussion about rising construction costs and the responsible use of construction and equipment standards. A legislative process to further develop building regulations and civil law has been running at the federal level since 2024, which is intended to enable the legally secure use of existing scope and strengthen simple, cost-effective construction.
