πŸ“‹ Tender Overview

As part of the Gaining space through internal development program, the state is funding 23 measures with around 978,000 euros this year. The Ministry of State Development and Housing is funding two new municipal area managers and 21 projects with around 978,000 euros this year. This was announced by State Secretary in the Ministry for Regional Development and Housing on November 12, 2025 in Stuttgart. There is a lot of unused potential for housing and business lying dormant in the inner areas of our cities and communities. We want to activate this as quickly as possible. Every reused vacant lot, every efficiently used brownfield site brings more life to our inner cities, increases the quality of stay and makes our neighborhoods and centers more attractive, said State Secretary Lindlohr. This year, particular attention was paid to the further development of industrial and commercial areas. Many of our commercial areas are in transition. This presents our communities with major challenges, but also offers valuable opportunities to rethink entire districts and further develop them profitably, says Lindlohr. New area managers at the Heidelberg-Leimen special purpose association and in Heiligenberg Grants for the employment of a municipal area manager will go to the municipal area manager this year for the further development of the municipality and to the municipality of Heiligenberg, which would like to focus on activating empty residential buildings for young families and on age-appropriate living. Planning competitions for urban development quality The spectrum of submitted projects is diverse. Several municipalities have applied for grants for the implementation of urban development competitions, investor selection processes or multiple commissions. In this way, an important conceptual foundation can be laid for high-quality urban development. The city of Achern, for example, would like to develop a concept for the reuse of the former clinic area with the help of an urban development competition and an investor selection process. In Emmendingen, the sealed Festplatz parking lot is to be developed into a mixed-use green district with the help of an urban development competition. Upgrading commercial and industrial areas Sindelfingen and Tannheim, among others, have undertaken to upgrade and make more efficient use of existing commercial areas. In Sindelfingen it is about the transformation of a large commercial area that has grown very heterogeneously over the years. A feasibility study is being carried out in Tannheim to analyze and activate all of the municipalitys inner-city commercial locations. The East Wurttemberg regional association intends to carry out a strategic commercial space study for the entire region: This is currently undergoing economic structural change due to technological developments and the geopolitical situation. The study is intended to create a reliable basis for decision-making for sustainable and robust regional development. More living space through conversion and densification Most projects deal with the activation of existing space potential for housing or mixed uses - for example in Bad Mergentheim, Ebersbach an der Fils and Wendlingen am Neckar. The early involvement of citizens in the process plays an important role in all measures. This creates awareness and acceptance for the efficient use of space and for the advantages of well-thought-out internal development. State Secretary Lindlohr said: Internal development is not always easy, but it is worth it.
