State Duma deputies at a plenary meeting adopted in the first reading the government draft of the basic law on supporting the development of artificial intelligence technology. As noted in the explanatory note, the document was developed in order to create legal conditions for the accelerated development and implementation of large fundamental AI models in the Russian Federation, ensuring state technological independence, the security of the individual, society and the state when using large fundamental AI models, as well as increasing the efficiency of public administration and the development of an innovative economy.
The draft basic law proposes to consolidate basic terms, including the concepts of artificial intelligence and a large fundamental model of artificial intelligence. The document also spells out the basic principles of regulation in the field of AI. Among them are technological independence, ensuring human rights and freedoms, respect for human free will, taking into account and respecting traditional Russian spiritual and moral values, as well as security.
In addition, it is proposed to consolidate the powers of the President of the Russian Federation to approve the National Strategy for the Development of Artificial Intelligence. The government, according to the document, will be able to determine measures of state support for the development, implementation, use and application of large fundamental AI models. The Cabinet of Ministers will also be able to establish cases in which only sovereign or national large fundamental AI models are allowed to be used.
AI Content Labeling and Copyright
The bill also provides for other regulations in the field of application of AI and creation of content with its help. Thus, it is proposed to oblige social networks to provide users with the ability to label content generated using AI. The format of such marking will be established within the framework of an agreement between developers of AI services and their users.
The document also addresses the issue of copyright for the generated content. According to the draft law, owners of AI services will have to notify users of who owns the copyright to AI content, the terms of access to it and the possibility of downloading it.
However, the bill states that the use of copyrighted objects for extraction, comparison, classification and identification of patterns using AI will not be considered a violation of copyright. Also, AI model developers will be able to use copyrighted objects to train neural networks if they have access to such objects legally, and the object itself is available for analysis without technical restrictions.
