The Minister of Education and Training issued Circular 50/2026/TT-BGDDT guiding the implementation of doctoral and masters degree training for lecturers at higher education institutions according to Decision No. 89/QD-TTg dated January 18, 2019 of the Prime Minister approving the Project to improve the capacity of lecturers and managers of higher education institutions to meet the requirements of the Prime Minister. This Circular guides the organization and implementation of training at doctoral and masters degrees for lecturers at higher education institutions according to Decision No. 89/QD-TTg dated January 18, 2019 of the Prime Minister approving the Project to improve the capacity of lecturers and managers of higher education institutions to meet the requirements. fundamental and comprehensive innovation of education and training for the period 2019 - 2030 (Project), including: general regulations; Subjects and criteria for receiving financial support from the Project; rights and responsibilities of learners; requirements and criteria for selecting majors and training facilities; responsibilities and powers of training institutions, sending institutions and organizing the implementation of the Project. Qualifications, training majors and forms of training According to the Circular, qualifications and training majors within the scope of the Project include: Doctoral level training in all majors; Prioritize identified industries that need to be focused on training in Vietnams strategy for developing highly qualified human resources at each time until 2030 and in the following period. Masters level training in the fields of art and the group of physical education and sports. The Circular stipulates that there are 3 forms of training including: Full-time training in the country; Full-time intensive training abroad; joint training at the doctoral level with part of the time studying domestically and part of the time studying abroad abroad, in which the maximum training time abroad does not exceed 02 years. Policy to support learnersThe content and level of funding to support learners comply with Circular No. 30/2022/TT-BTC dated June 3, 2022 of the Minister of Finance guiding the financial mechanism to implement the Project.Kinh Support fees issued to learners are based on the official training time of the training facility, excluding extended time according to the training facilitys regulations. If the learner has officially enrolled before the Ministry of Education and Training issues a Decision approving financial support from the Project, the funding will be allocated from the effective date of the Decision. Subjects and criteria for receiving financial support from the Project The Circular stipulates that full-time lecturers and source lecturers can receive financial support from the Project when meeting the following requirements: a) Are Vietnamese citizens; age not exceeding 45 (in years) in the year the sending facility requests the Ministry of Education and Training to approve financial support from the Project to attend school; is not under review, disciplinary action or disciplinary action of reprimand or higher; not falling into the case of not being allowed to exit or enter the country according to the provisions of the Law on Exit and Entry of Vietnamese Citizens No. 49/2019/QH14 dated November 22, 2019; Law No. 23/2023/QH15 dated June 24, 2023 amending and supplementing a number of articles of the Law on Entry and Exit of Vietnamese Citizens and the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam of the National Assembly.b) Attending a doctoral training program for the first time; c) Meeting the input requirements of the training program, being officially accepted by the training institution in the year of registration or currently studying enrolled in a doctoral training program and the study period is at least 18 months at the time the sending institution requests the Ministry of Education and Training to approve financial support from the Project to study; d) Has not received or has not committed to receive a full scholarship from the State budget or from other funding sources for study and research at the doctoral level as of the time of registration to participate in the Project.
