The content of the telegram clearly stated: Implementing the breakthrough goal of developing synchronous and modern infrastructure; Promoting public investment, mobilizing and effectively using social resources, creating an important driving force for rapid, sustainable growth, striving to achieve double-digit growth in 2026 and the following years. Recently, the Government and the Prime Minister have drastically directed ministries, branches and localities to speed up the progress of investment preparation, site clearance, construction and disbursement of investment capital for key infrastructure projects. In particular, investing in the construction of expressway projects is extremely important, aiming to improve traffic capacity, promote the southern region to develop quickly and sustainably, and contribute to the overall development of the country. Currently, in the Southeast and Southwest regions, 10 expressway construction investment projects are being implemented, divided into 21 component projects (DATPs), the Ministry of Construction manages 03 DATPs, localities manage 18 DATPs. Of these, 16 DATPs are implementing construction, 03 DATPs are selecting investors and 02 DATPs are appraising and approving feasibility study reports. The Peoples Committees of the provinces and cities in charge of the projects have actively implemented them. However, up to now, some projects still have difficulties, problems, or are planned to be completed in 2026, but the remaining volume is large and requires a lot of effort to meet the requirements. In order to soon complete and put into operation works and projects, promote investment efficiency, and contribute to promoting socio-economic development, the Prime Minister requests the Chairman of the Peoples Committees of provinces and cities, who are the managing agencies/authorities of the projects, to: Ensure the handover of clean sites for works and projects according to plan1. Regarding compensation, support, and resettlement, the Chairman of the Peoples Committees of provinces and cities: Ho Chi Minh City, Dong Nai, Tay Ninh, Dong Thap, Lam Dong directs and mobilizes the entire political system to participate, focusing on accelerating compensation, support, resettlement, and relocation of technical infrastructure works for projects that still have land problems: Belt 4 of Ho Chi Minh City, Ho Chi Minh City - Chon Thanh, Ho Chi Minh City - Moc Bai, Gia Nghia - Chon Thanh, Ho Chi Minh City - Trung Luong - My Thuan ensure handover of clean premises for works and projects as planned. During the implementation process, we must pay attention and take care of the lives, spirits, and livelihoods of affected people; ensure peoples residence and living space.2. Regarding the supply of construction materials, the Chairman of the Peoples Committees of provinces and cities: Ho Chi Minh City, Dong Nai, An Giang, Vinh Long, Dong Thap directed advisory agencies to continue reviewing, planning, and speeding up licensing and renewal procedures for mines, ensuring the supply of construction materials to serve projects, especially the Chau Doc - Can Tho - Soc Trang, Ho Chi Minh City - Trung Luong - My Thuan projects, which are facing difficulties in material sources. Localities strengthen management, inspection, supervision, and rectification of compliance with laws on construction material prices; Timely announce material prices and construction price index, control price level according to regulations. Accelerate construction progress, especially projects scheduled to be completed in 20263. Regarding construction implementation, the Peoples Committees of provinces and cities are the governing bodies to direct investors and related units to speed up construction progress, especially projects scheduled to be completed in 2026 such as Ring Road 3 of Ho Chi Minh City.
