The Ministry of Science and Innovation has opened the hearing and public information process of the bill that modifies Law 142011 of June 1 on Science Technology and Innovation which introduces reforms in the scientific career to provide more stability to the research staff.In addition the new standard reduces administrative burdens and improves the governance of the Spanish Science Technology and Innovation System to improve its management giving greater recognition to the transfer of knowledge.The objective of this procedure is to obtain the opinion of the people who hold rights and interests related to the regulatory project directly or through the organizations or associations that represent them as well as to obtain any additional contributions other people or entities may make. Once this process is completed the final text will be submitted to the Council of Ministers in a second round for approval as a bill. Subsequently its parliamentary process will begin.The draft bill is aimed at strengthening the capacities of the Spanish Science Technology and Innovation System to improve its effectiveness coordination governance and knowledge transfer. To this end one of its main objectives is to improve public professional careers in the field of RDI.Specifically a new postdoctoral itinerary is designed that seeks to reduce the age of entry into the system and facilitate stable incorporation into it improving the predictability of the scientific career in its initial phases. In addition a new indefinite labor contract modality is introduced linked to the development of scientific-technical activities for all types of research personnel within the framework of defined lines of research.Another of the objectives of the bill is to reinforce the transfer of knowledge developing bidirectional links between science and the business ecosystem promoting research and innovation in the Spanish business fabric. Among other measures it is proposed to enhance the positive assessment of transfer activity in research organizations and universities.On the other hand in terms of public subsidies measures are introduced to facilitate both the procedure for granting aid and that of justification by the beneficiaries.The standard also reinforces gender mainstreaming incorporating a set of planning instruments structures and specific actions to eradicate gender inequalities in RDI.
