The Ministry of Natural Resources and Spatial Planning has prepared explanations for the allocation of state budget funds to individuals for the renovation of damaged residential buildings. The explanations provide, among other things, a more detailed description of the procedure for determining the appropriate funds, the method of proving the use of the funds received, and eligible renovation costs.
In accordance with the amendment to the Act on Emergency Measures for Eliminating the Consequences of Floods and Landslides from August 2023 (ZIUOPZP), advance payments were paid for the first time in the history of Slovenia. This is not a reimbursement of property damage in the form of compensation, but rather transfers from the state budget, which were intended to enable those affected by the floods to establish living conditions as soon as possible. Therefore, proof of the use of the funds must be submitted.
The actual amount to which individuals will be entitled is subject to a determination procedure for each apartment separately; procedures to determine the final funds are already underway . The final payment will take into account prepayments already made.
We received 1,270 responses to the calls by 24 January 2025, of which 531 beneficiaries reported that the renovation of their apartment was completed. The remaining responses indicate that the renovation is still ongoing and has not been completed. In all cases where the beneficiary states that the renovation is still ongoing, the deadline for submitting proof of use of funds has automatically been moved to 30 September 2025. If the beneficiary does not complete the renovation within this deadline, this deadline may also be extended at the beneficiary's request.
In the case of 531 beneficiaries who indicated in their response to the call that they had completed the renovation of their apartment, a review of the adequacy of the submitted invoices will follow, possible calls to supplement the documentation and the implementation of the administrative procedure, which will be concluded with the issuance of a decision to the beneficiary.
