📋 Tender Overview
The government has taken note of the list of beneficiaries, prepared by the Ministry of Natural Resources and Space, for the first part of advance payments for the renovation of apartments damaged by floods and landslides in August 2023. The list contains the address of the apartment, the amount of the estimated damage and the amount of the advance payment.
For the first time ever, individuals will also receive advance payments for renovation. Payments will be made in four tranches. The first covers 1,350 residential buildings (or slightly less than 2,000 beneficiaries, as there can be several owners of a residential building) in the amount of slightly more than 4.5 million euros (4,573,095.63 euros). The list of beneficiaries for the first package of advance payments for the reconstruction of apartments damaged by floods and landslides on August 4, 2023 will be published on the central website of the state administration. Funds for payment are provided to the Financial Administration of the Republic of Slovenia from the state budget.
Since this is a natural disaster of the magnitude that we are facing for the first time in Slovenia, the government has decided that natural persons (owners of damaged apartments) will also be provided with advance payments for renovation, in the amount of 20 percent of the estimated damage, as stated in the online application Buckwheat. Let us point out that the very next day after the disaster, the government transferred ten million euros to the largest humanitarian organizations (the Red Cross and Caritas) for the first emergency humanitarian aid to the people, and then paid out approximately 43 million euros in solidarity aid to the residents on the basis of the first intervention law. We are now adding to this the payment of advance payments, the total amount of which is estimated at 30 million euros. According to the current estimate, based on entries in the Ajda online application, approximately 5,800 residential buildings are eligible for advance payments of 20 percent of the estimated damage, for which the total amount of advance payments is estimated at 30 million euros.
The advance payment for each apartment is paid to the owner of the apartment. If there are several owners of the apartment, each is paid a proportional part according to the amount of the co-ownership share, and in the case of joint ownership, the share is determined according to the number of joint owners. In accordance with the amendment to the Act on Intervention Measures to Eliminate the Consequences of Floods and Landslides from August 2023 (ZIUOPZP-A), owners of residential buildings whose estimated damage exceeds 6,000 euros and whose buildings are not planned for replacement construction are entitled to advance payment.
Payments to beneficiaries from the first package will be realized in the coming days. All four payout packages are expected to be implemented by the end of this year.
