Slovenia Explanation Solidarity Tender

πŸ“‹ Tender Overview

In the days and weeks since the devastating floods, Slovenia has shown exceptional solidarity. Solidarity Day, August 14, also experienced an extraordinary response, when tens of thousands of volunteers came to help people affected by the floods. In the first phase, the work of the volunteers was truly invaluable.

In discussions about the introduction of part of the day off, dedicated to solidarity, representatives of the economy and the opposition proposed the introduction of an additional working day, the earnings of which would be used for reconstruction. The damage caused by the accident is measured in billions of euros, and the restoration will be long and demanding. According to the first estimate, the direct damage after the floods is 4.7 billion euros, while according to rough estimates, 6 to 7 billion euros will be needed for reconstruction in the next five years. If rehabilitation is to be effective, all available resources must be drawn upon. The government has thus already provided 2 billion of European funds, and in the budget the government plans to obtain another 1.1 billion euros through reallocations of integral budget funds.

The intervention law, which was approved yesterday by the National Assembly, foresees, among other things, the implementation of voluntary solidarity working Saturdays. The employer can thus designate one Saturday in 2023 and one Saturday in 2024 as a solidarity working Saturday. To work on a solidarity work sabbath, the employer and the employee give up their earnings - the employee his net salary, and the employer contributes the same amount. Any other day is also considered a solidarity working Saturday, if the work process at the employer is designed in such a way that regular work also takes place on Saturday.

Only those who do not decide to work on Saturday will pay the solidarity contribution. It will be measured and paid for the first time only in 2024, and the next one the year after that, in 2025. In total, in the first year we can expect around 156 million euros in revenue from the solidarity contribution. It is a temporary measure that also contains safeguards regarding persons with the lowest incomes, who will be exempted from the payment of the solidarity contribution.

We must be aware that people are damaged in different ways (some have lost everything, while others have suffered minor damage that will be repaired relatively quickly). At this moment, everyone is helped equally - it is about helping to establish a normal everyday life. In the second recovery phase, the aid will be aimed at eliminating major damages. And it is precisely to finance this phase that the solidarity contribution is intended. We planned the implementation of the assessment of the solidarity contribution in such a way that it will be carried out administratively as quickly and easily as possible and to a greater extent linked to the existing procedures. In this way, most of the assessment will be carried out together with an informative income tax calculation, which reduces administrative costs.

According to our assessment, due to the relatively low amounts of the assessment, the assessment of the solidarity contribution will not jeopardize the situation of those affected by the floods. The injured can already receive quick aid through humanitarian organizations, namely between 500 and 3,000 euros, they are also entitled to extraordinary cash solidarity assistance: for example, a single person can receive a maximum of 4,918.62 euros, a family of 4 (2 adults and two children) a maximum of 11,466 euros, and a couple without children a maximum of 7,622.30 euros.

Solidarity and transparency are the key guidelines for all measures after floods.
