The building inspection of the Natural Resources and Spatial Inspectorate carried out a targeted campaign of controls between February and May of this year, in which they checked whether a building permit had been obtained for the building or facility and whether the facility complied with the issued building permit. The action was primarily aimed at detecting unauthorized, demanding and less demanding facilities under construction.

38 building inspectors participated in the campaign, and they performed 176 regular inspections. They introduced 121 procedures, of which 116 were administrative and five misdemeanor procedures. A total of 39 inspection decisions were issued.
Building inspectors have already decided in 57 cases by May 21, 2024. In these were discovered:
25 unauthorized objects (an unauthorized object is an illegal object, a non-compliant object and a dangerous object). Of this
16 illegal buildings. For them, they ordered the stoppage of construction and the removal of the buildings within the given period,
six nonconforming objects and
three dangerous objects. In one case, a decision ordered the prohibition of use and prevention of access to the building, with another decision the execution of urgent maintenance work on the building, and with the third decision the removal of the building.
In one case, the building inspector issued a decision ordering a deadline for the cessation of use of the building because the building was without a use permit.
As a result of identified irregularities during the construction itself, 13 decisions were issued to eliminate the irregularities. The identified irregularities related to:
marking the construction site with a board listing all participants in the construction of the building,
failure to fence and secure the construction site prior to the start of work in accordance with the construction site development plan and
proper registration of the building in the land cadastre and building cadastre.
In five cases in which the inspectors found minor irregularities, the inspectors gave the inspectors a deadline for their elimination with a warning.
In cases that were the subject of control as part of the campaign, and irregularities were not identified or had already been eliminated during the campaign, the building inspectors stopped the proceedings. Thus, on May 21, 2024, 14 decisions were issued on the suspension of proceedings and 11 suspensions of proceedings on the record.
Offense proceedings
Five misdemeanor proceedings were instituted and one misdemeanor decision was issued in the total amount of a fine of 2,000 euros. The identified offense related to non-compliant construction.
During the implementation of the campaign to control the prevention of unauthorized construction of buildings, we note that the percentage of illegal construction found during targeted regular inspections of the terrain is comparable to the results of campaigns from previous years. By May 21, 2024, a decision was made in a little less than half of the 116 administrative inspection procedures introduced. Decisions were issued for 66.66% of the inspected facilities. Among them for 25 unauthorized facilities, which is 43.85% of checked facilities. In all the cases included in the campaign, not all data has yet been obtained, on the basis of which the actual situation could be determined, so the ascertainment procedures will also take place according to the planned time frame of the campaign.
