* The technical reference will allow Architecture and Urban Planning professionals to be certified in a key function for the orderly and sustainable development of the countrys cities. The Council for Evaluation, Accreditation and Certification of the Quality of Higher University Education (Coneau), the operating body of Sineace, approved the Competency Standard Formulating Urban Development Plans through Presidential Resolution No. 000156-2025-SINEACE/COSUSINEACE-P
The document, prepared by the College of Architects of Peru and adapted by the Directorate of Evaluation and Certification (DEC) of Coneau, establishes the national reference to evaluate and certify professionals responsible for designing urban planning proposals that respond to the current needs of the territory.
The Director of Evaluation and Certification, Dr. Valia Luz Venegas Mejia, highlighted that this competency standard will ensure that the development of urban plans responds to consistent and evidence-based criteria. The country needs professionals with verified capabilities to conduct high-impact urban planning processes. This standard provides a clear framework to recognize these competencies and strengthen the quality of the service offered to citizens, he stated.
The competency standard defines the criteria to identify, analyze and formulate proposals that guide urban development, from land classification and risk management to sustainable mobility and infrastructure. Its implementation will contribute to ensuring that urban development plans have solid technical support and can guide public and private investment decisions in large, intermediate and small cities.
In addition, Dr. Venegas pointed out that this step strengthens the national professional certification system and promotes that architects with experience in urban planning have a recognized tool to validate their performance. Certification based on standards allows professional practice to be assessed with objectivity and rigor, and promotes responsible practices that directly impact the quality of life of the population, he indicated.
With this officialization, Sineace promotes the strengthening of technical capacities linked to urban development and contributes to ensuring that territorial planning processes have professionals whose suitability is supported by reliable evaluation mechanisms.
