π Tender Overview
Joya Executor Consortium will execute the work through Works for Taxes with an investment of S/ 408,766,344.91 million. The Regional Government of Arequipa reported that Provias Descentralizado granted the Good Pro for the execution of the III section of the Arequipa-La Joya Regional Highway, an important project that will allow the completion of this strategic road corridor, connecting the city of Arequipa with the district of La Joya.
The Good Pro was awarded to the Joya Execution Consortium, whose economic proposal amounts to S/ 408,766,344.91 million, under the Works for Taxes (OxI) mechanism, contemplating an execution period of 570 calendar days.
The project includes the construction of 20 kilometers of the Arequipa-La Joya Regional Highway, from the exit of the Virgen de Chapi Bridge to the junction with the La Joya district, consolidating a modern road corridor that will improve regional connectivity, reduce travel times and strengthen the economic development of Arequipa.
The Special Selection Committee explained that the Joya Executing Consortium obtained the Good Award by complying with all the legal, technical and financial requirements established in the Rectified Integrated Bases of the selection process. In addition, it was reported that there will be no risk because those who finance and execute the project are the Executos Joya Consortium and the entire project will be supervised by Provias Descentralizado.
In contrast, the Cerro Colorado Investment Consortium was disqualified for not accrediting the minimum net worth required in the integrated contest rules. During the evaluation, it was verified that the assets presented by said bidder did not reach the minimum amount required, because the calculation entered did not comply with the methodology established in the bases, so its proposal was declared ineligible due to insufficient financial solvency.
After granting the Bid Pro, the next step will be the signing of the Investment Agreement between Provias Descentralizado and the successful private company. Subsequently, the technical file, originally prepared in 2013, will be updated in order to adapt it to current conditions and current regulations. Once this stage is completed, the construction of the new road infrastructure will begin.
With this award, a decisive step is taken to fully complete the Arequipa-La Joya Regional Highway, a project promoted by the regional governor Dr. Rohel Sanchez Sanchez, which will significantly reduce travel times, decongest vehicular traffic entering and leaving the city of Arequipa, strengthening the logistical connectivity of the region and promoting the economic, commercial and industrial development of the south of the country.
It is worth remembering that on July 13, the Virgen de Chapi Bridge will come into operation, an infrastructure that will be integrated with the Nueva Molina highway to reach the Panamericana Sur.
