On the afternoon of March 18, at the Party Central Committee Headquarters, the Central Steering Committee for the development of science, technology, innovation and digital transformation (Steering Committee) organized a thematic meeting on strategic technologies, to evaluate the implementation situation and solutions to promote strategic technologies. Strategic technology development is an issue of particular importance. This is not only a task of the science and technology industry but a national strategic issue, directly related to the countrys competitiveness, development autonomy and position in the new period. Implementing Resolution No. 57-NQ/TW of the Politburo issued a List of 11 strategic technology groups and 35 strategic technology product groups (according to Decision No. 1131/QD-TTg dated June 12, 2025); Select 6 priority strategic technology products for immediate implementation, associated with building a roadmap to deploy each product. However, in general, the implementation method is still confusing; Up to now, there is no existing strategic technology product that has been methodically deployed and clearly contributed to the economy. At the Meeting, the opinions expressed showed responsibility and went right to the major issues being raised. Many opinions have pointed out quite clearly the bottlenecks in awareness, institutions, implementation organizations, coordination mechanisms, resources, markets, human resources, research infrastructure and mechanisms to mobilize businesses to participate in national strategic technology development. Speaking at the conclusion of the meeting, basically agreeing with the comments, assessments, proposals and recommendations stated in the report of the Standing Agency, General Secretary To Lam emphasized that in terms of major directions, strategic technology development goals must be clearly identified in association with the countrys development strategy. Technology development is not about following the worlds technological trends, but must come from the development needs of the economy and the long-term interests of the country. Accordingly, strategic technology must directly serve: improving productivity and competitiveness of the economy; forming new industries; ensure technological autonomy in key areas. Therefore, determining Vietnams strategic technology should be based on three basic factors: The need to develop and improve the competitiveness of the economy; advantages and potentials of domestic industries; the ability to form value chains and markets for technology products. Regarding the orientation of determining the strategic technology list, the General Secretary requested that the strategic technology list should be approached according to the structure of 2 groups: Group of strategic technologies belonging to industries and fields that already have a market and have a large, direct, immediate impact. Group of technologies that create new growth drivers, foundational technologies for the future, and technologies that ensure autonomy in the fields of security and defense. Policy mechanisms must be designed to strongly encourage businesses to invest in science, technology and innovation, especially the private business sector. The State focuses on performing four roles: strategic direction; create a favorable institutional environment; ordering and supporting technology research and development; Support product commercialization and market expansion. The General Secretary suggested that we must focus resources on a number of truly key areas. The countrys resources are limited, so they cannot be spread out widely; We must choose the right technologies that have strategic significance for national development, and focus on investing large enough and long enough to create real breakthroughs. The general spirit is: choose little but do it deeply, strongly, methodically, effectively, and do it to the end. Must strongly innovate the implementation model; Clearly define the responsibilities of the leader, the General Secretary pointed out, this is the key point. If the organization and implementation stage cannot be resolved, there will be no substantive results. Therefore, for each technology and each strategic technology product, the ministry, lead agency, coordinating agency and resources must be clearly assigned to proactively implement it. Ministers of ministries assigned to preside over them must directly direct and take full responsibility before the Party and State for implementation results in the sectors and fields they are responsible for; Do not assign blank contracts to subordinates; Do not let a big situation happen without knowing who is ultimately responsible. The central level must have an inter-sectoral coordination focal point strong enough, competent enough, and capable of removing major obstacles during the implementation process. The coordination mechanism must ensure smoothness, not allowing each place to do one thing, push responsibility, or wait for each other. The General Secretary emphasized that we must pay special attention to high-quality human resources and the innovation ecosystem; Without good human resources, there cannot be good
