At a meeting of the specialized group of the Eurasian Economic Commission, the results of a survey of representatives of government agencies and business structures of the countries of the Eurasian Economic Union were considered, with the help of which the instruments for implementing the “single window” mechanism in regulating foreign economic activity were assessed.
The "single window" is understood as a mechanism of interaction between government agencies and participants in foreign economic activity, which allows to significantly simplify administrative procedures, reduce time and reduce financial costs of entrepreneurs. The main principle of the "single window" is a one-time provision of documents and their subsequent multiple use.
For further development of national mechanisms of the "single window" and effective provision of their interaction, it was necessary to develop certain tools. They were previously defined by the specialized working group, and on December 27 last year, the EEC Board recommended that the Union countries conduct a survey among government agencies and businesses to determine the demand for these tools.
The survey, conducted on the EEC website in May-June of this year, involved over 700 respondents from all countries of the Union, including over 300 representing government agencies and about 400 representing business structures. Among the government agencies, in particular, are representatives of national customs services, transport, agencies issuing permits related to foreign economic activity, and others.
As noted by the members of the working group, the survey showed that respondents understand the importance of developing priority tools for the further development of the single window mechanism in their countries and that they relate to the managerial, legal, technological and technical spheres.
For example, one of the management tools is “Defining the operator of the national “single window” mechanism in a member state”, the legal tool is “Adopting acts of the Union bodies to ensure legally significant exchange of electronic data in the field of foreign economic activity”, the technological tool is “Creating a change management mechanism”, the technical tools are “Formation of a showcase of digital services and services” and “Availability of a national “single window” portal in the field of foreign economic activity”.
The working group decided to prepare a detailed report based on the survey results, with an analysis of the respondents’ responses.
