The head of the State Duma Committee on the Protection of the Family Nina Ostanina and Senator Ayrat Gibatdinov submitted to the deputies the bill on early dismissal from the military service of citizens called on mobilization or concluded a contract with the Armed Forces of the Russian Federation, at the birth of a third child. Amendments are proposed to introduce to the law On Military Duties and Military Service. In particular, it is proposed to supplement it with a new norm that citizens who were called up for military service on mobilization or wartime, as well as concluding a contract with the RF Armed Forces during mobilization, martial law or wartime, are subject to early dismissal from military service in connection with the birth of a third or subsequent child, after one year of military service or term of the contract. It is established that the procedure for the implementation of such a right of citizens will determine the Cabinet of Ministers.
As the authors of the initiative in the explanatory note indicate, the current legislation already provides for some legal ways to protect large families. However, these methods are implemented only in the framework of providing a deferment from the draft, not taking into account the same possibility as the basis for dismissal from military service, the document says.
