π Tender Overview
The State Duma Committee on State Building and Legislation recommended that the chamber of parliament adopt in the first reading a bill introducing a fine of up to 5 thousand rubles for repeated driving of a vehicle without an MTPL policy.
"The presented measures to establish liability for repeated violations, in our opinion, are aimed at protecting the rights of Russian citizens in cases of road traffic accidents, provide preventive administrative mechanisms for fulfilling the obligation to insure civil liability and seem to be fully justified, in connection with which the concept of the bill is supported," the committee's decision states.
The bill was submitted to the State Duma in October by the parliament of the Kabardino-Balkarian Republic. The new provision is proposed to supplement Article 12.37 of the Code of the Russian Federation on Administrative Offenses (failure to comply with the requirements for compulsory civil liability insurance of vehicle owners).
Currently, Part 2 of this article establishes administrative liability for failure by the owner of a vehicle to fulfill the obligation to insure his civil liability, as well as for driving a vehicle if such mandatory insurance is obviously absent. Committing this offense entails a fine of 800 rubles.
The bill proposes to establish that in the event of a repeated violation, the fine will be from 3 thousand to 5 thousand rubles.
