By order of the Federal Agency for Technical Regulation and Metrology No. 2175 dated September 1 2022 a new State primary special standard of location coordinates was approved developed by scientists of the All-Russian Research Institute of Physical Technical and Radio Engineering Measurements VNIIFTRI subordinated to Rosstandart . The new standard will improve the accuracy and reliability of solving the problem of ensuring the uniformity of measurements for measuring instruments of coordinates satellite geodetic and navigation equipment using the signals of global navigation satellite systems GNSS GLONASS GPS Galileo BeiDou and ground-based additions networks of active base stations.Inventions related to the development and improvement of standards are regularly implemented in organizations subordinate to Rosstandart. The presence in Russia of more than 160 unique own standards is an obvious evidence that Russian scientists are among the leaders in world metrology and set the vector for the development of many new scientific areas said Anton Shalaev head of Rosstandart .Exact coordinates and exact time are the basis of any navigation system. The new State Primary Special Standard of Location Coordinates will bring test tools in the field of satellite and navigation technologies to a new level of development. The results of studies of the metrological characteristics of the standard in terms of storing absolute coordinates and in terms of measuring increments of consumer coordinates showed a comparable level of accuracy with the characteristics of the international ITRS system said Sergey Donchenko Director General of FSUE VNIIFTRI .The most popular measuring instruments which will be provided with the transfer of units of values from the new standard include new samples of navigation equipment for GNSS consumers such as on-board devices of the Platon system tachographs vehicle monitoring tools and others. At the same time the characteristics of the developed coordinate standard make it possible to test advanced measuring instruments high-precision non-request measuring systems precision GNSS receivers with absolute relative phase measurements including the possibility of assessing and monitoring the accuracy and functional characteristics of satellite navigation equipment developed in such projects as NTI AutoNet AeroNet MariNet ERA-GLONASS. Also the standard will be used in other projects.
