Chairman of the Federation Council Committee on Agrarian and Food Policy and Environmental Management Alexander Dvoynykh took part in a meeting on the topic of "Organization of a system for handling municipal solid waste." The event, which was attended by heads of relevant departments and heads of regions, was chaired by Deputy Chairman of the Government of the Russian Federation Dmitry Patrushev .
The regions have been tasked with building a system of control over each process, said Alexander Dvoynykh. He recalled that the headquarters was created on the initiative of the upper house of parliament. By decision of the Chairman of the Russian Government Mikhail Mishustin, the headquarters for the organization of solid municipal waste management is held at the site of the coordination center of the cabinet of ministers in the "incident" format.
It was noted at the meeting that the federal project "Closed Cycle Economy" was launched in 2025. "Its target parameters are outlined in the Presidential Decree on National Development Goals. Work to achieve these targets has already begun. Last year alone, solid municipal waste handling facilities with a total capacity of over 4 million tons were commissioned. The scale and pace of construction should only increase, citizens should see qualitative changes in waste management - strict adherence to the waste removal schedule and modern waste treatment facilities," said Dmitry Patrushev .
During the meeting, the development of the legislative framework in the field of waste management was discussed, as well as the implementation of “road maps” for the creation of infrastructure, the purchase of special equipment, containers and the arrangement of waste accumulation sites.
The participants of the meeting presented measures to improve the quality of work of regional operators during the holidays, when the waste management system experiences increased load. The best waste management practices of the Russian Ecological Operator will be formalized into methodological recommendations. The heads of the constituent entities of the Russian Federation will need to implement them in their work. The Russian Ecological Operator will also form performance indicators for the regions for the implementation of "road maps".
Following the meeting, Alexander Dvoynykh noted that, compared to the indicators at the end of 2024, significant progress has been made in all parameters under the control of the headquarters.
"A number of serious problematic issues will be resolved by the regulatory framework of the industry - 7 draft federal laws, 2 decrees of the President of the Russian Federation, departmental acts, orders and a resolution of the Government of the Russian Federation. Our Committee, together with colleagues from the State Duma, continues to work on bills regulating the sphere of MSW management, most of which should be adopted in the spring session," the head of the Federation Council Committee informed.
Following the meeting, the Ministry of Natural Resources and Environment of the Russian Federation was instructed to, together with the Russian Ecological Operator and interested agencies, submit to the Government of Russia a plan to ensure full digital control over the waste management sector.
