Based on secure high-speed communication channels, Rostelecom has prepared a video surveillance system for the state final certification (GIA) [1] 2024. The main exam period began on May 21 and will last until July 5. To monitor the progress of the Unified State Exam (USE), the provider installed two modern IP cameras in each room - a total of 127 thousand devices in 5,877 PES. Video surveillance coverage of examination rooms was 100%. The Unified State Exam will be held in 88 constituent entities of the Russian Federation and 77 examination points (PPE) in foreign educational organizations based on embassies, consulates, and military units in 54 countries. In addition, company employees installed 15.4 thousand video cameras to monitor the Main State Exam (OGE) in nine regions of Russia (Khanty-Mansi, Chukotka and Yamalo-Nenets districts, the Udmurt Republic, Voronezh, Magadan and Murmansk regions, Trans-Baikal Territory, Republic of Tyva).
Rostelecom's video surveillance system consists of digital IP video cameras that provide the required viewing angle and support high-resolution video and high-quality audio transmission, an access switch, a vandal-proof cabinet and an uninterruptible power supply with a battery life of at least 20 minutes. The cameras installed in the classrooms view the participants of the State Examination, as well as the place where exam materials are printed, scanned, and laid out. The personal data of GIA participants, completed registration forms and answers remain confidential. CCTV cameras are also installed in the RCSC, where examination materials are processed and work is checked by experts from subject commissions.

Video from classrooms will be broadcast online to the video surveillance portal “Watch the Unified State Exam” , to which up to 15 thousand accredited specialists and public observers can have simultaneous access. In classrooms located in remote regions of the Russian Federation, video recording will be made, which will be recorded on the video surveillance portal immediately after the end of the exam using special software. To improve reliability, data is also recorded to the hard drive or local memory card installed in each camera. Video recordings of the Unified State Exam will be stored in Rostelecom data centers. The maximum shelf life is until April 1, 2025.
