π Tender Overview
Software developers will have to ensure compatibility with two operating systems in order to participate in government procurement. The Ministry of Digital Development of Russia (MinDigital) has published a draft resolution introducing additional requirements for software included in the Ministry's registry. According to the new regulations, in order to be included in the registry and receive benefits, software must ensure compatibility with not only one, but also two Russian operating systems (OS).
Software developers will be required to ensure the compatibility of their products with operating systems included in the register of the Ministry of Digital Development. For hardware and software systems (HSS), the requirements will be slightly more relaxed: compatibility with at least one OS from the register is sufficient. These changes will come into force in stages: from June 1, 2025 for virtualization and office software, from January 1, 2026 for service programs and cloud solutions, and from January 1, 2027 for industrial software and process management of organizations.
Additional requirements for participation in public procurement will include confirmed compatibility with processors included in the register of the Ministry of Industry and Trade, as well as compatibility with Russian browsers. There should be no sanction restrictions for the program using development tools, which will affect the use of foreign SDKs, such as the Android SDK.
According to experts, systematization of requirements and strengthening of control over compatibility of products with Russian technological solutions will strengthen trust in domestic developments and improve the quality of platform solutions and PAC, Kommersant reports.
