📋 Tender Overview
A group of LDPR deputies, headed by party leader Leonid Slutsky, will introduce a bill to the State Duma that proposes reducing the value of the individual pension coefficient (IPC) from 30 to 20 points, which will enable more Russians to receive an insurance pension; RIA Novosti has a copy of the document.
"The bill proposes to reduce the value of the individual pension coefficient from 30 to 20, taking into account the annual increase in the minimum wage," the explanatory note says.
The document notes that currently, to acquire the right to an old-age insurance pension, the IPC value must be 30 points. Given that a maximum of 10 points of the individual pension coefficient can be obtained per year.
However, by the time they retire, not all employed Russians will be able to accumulate the required 30 points. With earnings equal to the minimum wage, which is about 19,242 rubles, it will be possible to receive only slightly more than one IPC point. It turns out that only citizens with a high income level will not have problems with the appointment of an insurance pension, but those who work monthly for the minimum wage will be able to accumulate 30 points only if their work experience is at least 30 years.
It is possible to purchase the missing number of points, but the minimum amount of insurance premiums for which you can buy points for 2024 is 50,798.88 rubles, which is 1.038 points.
In addition, the initiators of the bill emphasize that at present citizens are increasingly faced with refusals from branches of the Pension and Social Insurance Fund of the Russian Federation to assign an old-age insurance pension due to an insufficient pension coefficient, and when appealing such decisions, the courts consider these refusals to be lawful.
"Our citizens, who have worked all their lives for the benefit of the country, invested in its economy, have every right to an old-age insurance pension. And this right should extend to everyone, including Russians with low incomes. And such people are the majority in Russia. Now, due to low salaries, they do not get the required 30 points of the individual pension coefficient and are deprived of insurance pensions. This is unfair and causes social tension in society," Slutsky explained to RIA Novosti.
The parliamentarian added that Russians should receive the pension they deserve in full.
According to the authors of the initiative, the implementation of this bill will allow the largest number of Russians to receive an insurance pension, guaranteeing people a comfortable life and a dignified old age after the end of their working life.
