The Chairperson of the Federation Council Committee on Science, Education and Culture, Lilia Gumerova , held a meeting of the Committee.
Senators considered the concept for the further development of the joint project of the Russian Academy of Sciences and the Ministry of Education of the Russian Federation “Basic Schools of the Russian Academy of Sciences”.
Vice President of the Russian Academy of Sciences Stepan Kalmykov reported that as of the 2024–2025 academic year, 108 general education organizations in 32 regions are participating in the project. “The goal of the project is to create the most favorable conditions for identifying and training talented children, focusing them on building a successful career in science and high technology, which will serve to develop the intellectual potential of the regions and the country as a whole,” he said.
The head of the Federation Council Committee recalled that the topic was discussed at the Federation Council meeting in April 2024 during the "government hour" with the participation of the President of the Russian Academy of Sciences Gennady Krasnikov , and was reflected in the resolution of the upper house of parliament based on its results. "Promoting the search, support and support of talented youth is one of the key tasks of the chamber of regions. Our common goal is to train talented, bold and large-scale thinking young specialists and scientists capable of developing domestic science in the interests of the country, its technological sovereignty and breakthrough development," Lilia Gumerova emphasized . She proposed to conduct an analysis of the project in the regions for its further effective implementation.
During the discussion, Deputy Minister of Education and Science of the Donetsk People's Republic Lyubov Volkova made a proposal to create basic schools of the Russian Academy of Sciences on the territory of the DPR. "Donbass has always been a large scientific center. We have 16 higher scientific institutions working in the interests of developing education and science in the region. We pay special attention to attracting schoolchildren to science."
The proposal was supported by the Deputy Minister of Education of the Russian Federation Olga Koludarova . She emphasized the importance of seamless education, stimulating interest in research work from school.
The discussion was attended by the Head of the Department of Scientific and Information Activities of the Russian Academy of Sciences and Interaction with the Scientific and Educational Community Evgeny Golubev , and the Deputy Director of the Department of State General Education Policy and Development of Preschool Education of the Ministry of Education of the Russian Federation Natalya Kostyuk .
The members of the Federation Council Committee supported the concept of further development of the project "Basic Schools of the Russian Academy of Sciences" developed by the Russian Academy of Sciences and recommended that the Government, together with the Russian Academy of Sciences, consider the possibility of including the envisaged activities in the state program "Education Development" and the national projects being formed. They also recommended that the Ministry of Education, together with the Russian Academy of Sciences, consider the DPR proposal to create basic schools of the Russian Academy of Sciences and take measures to facilitate its implementation.
During the meeting, Lilia Gumerova presented a draft amendment to certain legislative acts of the Russian Federation with the aim of creating legal conditions for maximum involvement of investors in the sphere of preservation and restoration of cultural heritage sites (CHS) by concluding concession agreements. "The document was developed by the Government and adopted in the first reading in 2019. It expands the list of objects of concession agreements by including CHS that are in unsatisfactory condition. At the same time, memorial apartments, mausoleums, works of monumental art, as well as religious objects cannot be objects of a concession agreement," she explained.
"Concessionaires will be obliged to carry out work to preserve cultural heritage sites in compliance with the requirements of federal and regional legislation in this area. In the event of improper performance of the relevant work by the concessionaire, the agreement may be terminated on the basis of a court decision. A concessionaire that has completed the necessary work in full is granted a preferential right to purchase such an object," added Liliya Gumerova .
State Secretary – Deputy Minister of Culture of the Russian Federation Zhanna Alekseeva took part in the discussion of the issue .
The head of the Federation Council Committee also presented amendments to Articles 10.6 and 15.1 of the Federal Law "On Information, Information Technologies and the Protection of Information" and individual legislative acts of the Russian Federation. Among the authors of the document are the Chairperson of the Federation Council Valentina Matviyenko , Russian Senators Inna Svyatenko , Elena Perminova , Liliya Gumerova , Aleksandr Varfolomeev . "The law prohibits the dissemination of the ideology of childlessness in Russian society. It is aimed, first of all, at strengthening the institution of the Russian family as one of the main social institutions of the state, playing a vital role in the formation and development of society, the preservation and transmission of traditional value orientations, the historical and cultural heritage of our country," the parliamentarian emphasized.
Member of the Federation Council Committee Artem Malashchenkov presented amendments to Article 5 of the Federal Law "On the Advanced Research Foundation". "The document establishes the mandatory use of banking support for events and projects implemented using the Advanced Research Foundation's funds in the support bank of the military-industrial complex - Promsvyazbank.
