The Eurasian Economic Commission EEC has monitored implementation of the 2018 and the first half of this year the Commission approved the plan by the Board of the development of technical regulations of the Eurasian Economic Union EAEC and rewiring. The monitoring results showed the need to intensify the work of the EAEU countries in this area and strengthen control over this process both at the national and interstate levels said Viktor Nazarenko member of the Board Minister for Technical Regulation of the EEC commenting on the results of the meeting of the Commissions November Council . Recall that then the corresponding report prepared by EEC experts was reviewed on the basis of information from the authorized bodies of the Union countries and materials from meetings of the Advisory Committee on Technical Regulation Application of Sanitary Veterinary and Phytosanitary Measures at the EEC College.The ECE Minister emphasized that 41 out of 66 items included in the Unified List of Products for which mandatory requirements are established within the Union 48 EAEU technical regulations have been adopted and 13 items have been developed . The adoption of each of them is in fact a real step towards creating a full-fledged common market for the five countries of the Union with common safety requirements for such types of goods as cars and trains oil and gas drinking water and alcohol meat and milk fish and chemicals goods toys and attractions light industry products and much more. The new EAEU technical regulations will establish safety standards in particular for trams and rolling stock of the subway poultry meat and its processed products feed and feed additives.But noting the large amount of work done by experts of the Union countries and the EEC in this area Viktor Nazarenko highlighted several problem points. For example he drew attention to the fact that in almost all the draft technical regulations being developed now and the amendments to them the terms for their preparation were disrupted for two years or more. Among the main reasons the Minister of ECE calledthe absence at the national level of effective organization of planning for this process including by involving all interested government bodies and business entities in the consideration of projects. In the presence of interdepartmental disagreements there is no effective mechanism for developing a unified position of the EAEU member country. Separate national departments are not at all interested in establishing and improving common union mandatory requirements because their adoption will not allow them to regulate the market at the expense of departmental national documents. Among the problems are the untimely preparation of the first versions of the draft documents their lengthy revision based on the results of public discussion and the delay in the procedures for domestic approval.Improving the processes for developing technical regulations and their adjustment will accelerate the formation of a single base of mandatory product requirements within the Union said Victor Nazarenko . The creation at the national level of real mechanisms for involving all interested participants in the consideration of projects and developing a unified position of the state in case of inter-agency disagreements will help to eliminate multiple often duplicate approvals in this process . Based on the results of the report based on the proposals of the ECE Board the Council of the Eurasian Economic Commission approved measures toimproving approaches to the development and adjustment of EAEU technical regulations. These measures will help eliminate the above and a number of other problematic issues. In particular the countries of the Union are recommended to conduct a detailed analysis of the reasons for the failure to meet the deadlines for the development of the Unions technical regulations and to amend them make reasonable suggestions to the ECE on its adjustment and the deadlines set therein identify authorized state bodies responsible for the emergence of interagency disagreements for the formation of a single position countries to ensure the submission to the Commission of the draft documents specified in the plan which have expired.In accordance with the decree adopted by the EEC Council the Board of the Commission together with the EAEU states must also amend the legal acts on the development adoption amendment and cancellation of technical regulations.
