During the meeting of the Supreme Eurasian Economic Council on December 10 the heads of state of the Eurasian Economic Union decided to sign an Agreement on the use of navigation seals in the EAEU for tracking shipments.The agreement will form a tracking system for the movement of goods using navigation seals which will minimize control measures at the internal borders of the Union and increase the transit attractiveness of the member states ensure the traceability of goods and their legal turnover on the territory of the EAEU.They will track goods transported through the territories of two or more member states within the framework of customs transit sanctioned goods alcohol and tobacco within the framework of mutual trade as well as other goods included if necessary in a separate list formed by the Commission on the basis of proposals from the EAEU states. The agreement defines the cases and procedure for the use of navigation seals tracking objects modes of transport participants in tracking the basics of information interaction.It also provides for the competence of the Commission to determine the list of goods in respect of which tracking will not be applied for example live animals cargo transported in bulk etc..The document covers road and rail transport. Tracking of transportations through the territory of the Union countries along the entire route will be carried out by the national operator of the Member State on the territory of which such tracking begins. It will ensure that the necessary information is passed on to the supervisory authorities of the Member States.The agreement provides for the phased introduction of tracking by category of goods and modes of transport. This will ensure smooth adaptation of transport participants and government agencies to new conditions.For the full operation of the document it will be necessary to adopt 28 acts of the Commission defining technical requirements for seals the composition of information uniform measures for protecting information etc.The tracking mechanism using navigation seals is one of the elements of the unified customs transit system in the Union which is being improved as part of the implementation of the Strategic Directions of Eurasian Economic Integration until 2025.
