Matviyenko.Senators of the Russian Federation adopted a Resolution on the final report of the parliamentary commission to investigate the circumstances related to the creation by American specialists of biological laboratories on the territory of Ukraine.Viktor Bondarev Chairman of the Federation Council Committee on Defense and Security said that the basis for the parliamentary investigation was the facts and circumstances that became known to the Federal Assembly of the Russian Federation regarding military biological programs carried out by the United States on the territory of Ukraine.An analysis of the final report of the parliamentary commission made it possible to conclude that the United States of America contrary to its statements continues to work on the creation of biological weapons components is ready to produce them and if necessary use them outside its territory said Viktor Bondarev .All committees of the Federation Council at their meetings unanimously approved the final report and supported the draft Resolution of the Federation Council the legislator emphasized.Deputy Chairman of the Federation Council co-chairman of the Parliamentary Commission Konstantin Kosachev noted that the United States is consistently betting on achieving a unilateral military advantage in order to freely project military force anywhere in the world.Following the results of the investigation the Commission came to the unequivocal conclusion that the US actions in the field of global biological security not only generate new challenges and threats for the Russian Federation and its citizens but also violate the main provisions of the Convention on the Prohibition of Biological Weapons said the Vice Speaker of the Federation Council .There are more than two hundred pages in the report prepared by the Commission. It systematizes all the information about the US biomedical programs in Ukraine. The main conclusion is that the United States maintains and develops the ability to create components of biological weapons and if necessary to produce and use them outside the national territory. This means that US military biological programs on the territory of third countries pose a direct threat to the security of Russia and other states Konstantin Kosachev emphasized .He informed that the parliamentary commission had also prepared proposals for improving Russias biological security mechanisms. These proposals must be considered by the Government of the Russian Federation within a month after the approval of the final report.Deputy Prime Minister of the Russian Federation Tatyana Golikova noted that the work of the parliamentary commission was carried out in close contact with all interested authorities.Vyacheslav Timchenko Chairman of the Federation Council Committee on Regulations and Organization of Parliamentary Activities said that the main provisions regarding the parliamentary investigation procedure were carried out on the basis of Russian and international law. The procedure for consideration of the parliamentary report has been observed in full.Senators of the Russian Federation Irina Rukavishnikova Vladimir Gorodetsky Vladimir Dzhabarov Lyudmila Narusova also spoke during the discussion of the final report . Deputy Minister of Foreign Affairs of the Russian Federation Sergey Ryabkov and Lieutenant General Head of the Radiation Chemical and Biological Defense Forces of the RF Armed Forces Igor Kirillov answered the legislators questions .Summing up the discussion the Chairman of the Federation Council Valentina Matvienko thanked the Commission for the great work done.This is an important document not only for our country but for the entire international community. The world must know the truth said the Chairman of the Federation Council.She stated that the work of the parliamentary commission was carried out in close cooperation with the expert community and a wide public outcry testifies to the effectiveness of the parliamentary investigation.The American authorities are doing everything to hide the results of their illegal activities in Ukraine they are trying to start the investigation on a false trail. It fails to do so. It became obvious that the creation of biolaboratories in Ukraine was organized by order of the US military department. And only military and not at all peaceful research medical tasks were solved there said Valentina Matvienko .During the work of the parliamentary commission we were convinced that our country is fully prepared to repel biological threats. Relevant work is carried out in our country in full and at a high professional level. Since the final report on biological laboratories on the territory of Ukraine contains specific proposals to the federal executive authorities it must be considered by the Government of the Russian Federation in accordance with Article 25 of the Law On Parliamentary Investigation.Valentina Matvienko drew attention to the need to disseminate the final report as much as possible through parliamentary channels. The Chairman of the Federation Council instructed the Federation Council Committee on International Affairs to carry out such work.The Speaker of the Federation Council also expressed the opinion that the parliamentary work on this topic does not end. New facts and circumstances are emerging and you and I need to constantly improve legislation in the light of new threats.Parliamentarians are ready to interact with federal executive bodies that have the appropriate competences and we will keep the issue under constant control said Valentina Matvienko .
