The Arkhangelsk branch of FSUE Rosmorport has successfully completed research work RD on the creation of a remote control center for coastal stations Sabetta in the sea areas A1 and A2 of the GMDSS and the NAVTEX service.As a result in the control center of the coast stations of Arkhangelsk of the A1 and A2 GMDSS sea areas and the NAVTEX service additional workstations of the operators of the coast stations of Sabetta of the corresponding sea areas A1 and A2 of the GMDSS and the NAVTEX service were installed as well as secure satellite and ground communication channels were organized between the coastal control centers. stations in the seaports of Arkhangelsk and Sabetta.One of the results of the research work is the collected statistical data which makes it possible to assess the organization of remote remote control of the coastal stations of Sabetta. In particular data were obtained on delays in various communication channels the type and number of errors in the transmission of data packets their effect on voice transmission and control of the equipment of Sabetta coast stations. The optimal settings of the equipment were determined the quality and intelligibility of speech were assessed using various methods as well as real communication sessions with ships located in the zones of operation of the coastal stations of Sabetta in the sea areas A1 and A2 of the GMDSS and the NAVTEX service directly from the communications control center in the seaport of Arkhangelsk.In Russia and in other countries it is a generally accepted practice when communication between the communications control center and the GMDSS coastal radio station is organized through its own closed communication channels. However within the framework of the research work the possibility of using Internet channels provided by terrestrial and satellite communications providers for the transmission of telemetry signals control and radio communications using information security tools was determined.The experiment showed the possibility of using both satellite and mixed terrestrial Internet communication channels to connect communication control centers and coastal radio stations with the obligatory condition of organizing the protection of such channels using software and hardware systems that have certificates of compliance with the FSB of Russia and the FSTEC of Russia.The research results can be used in the future for the design and creation of remote regional and federal control centers for coastal GMDSS stations and NAVTEX services in various seaports of Russia. The experience gained will also be used for the possible organization of communication between the VTS control centers and automated radio technical posts located in hard-to-reach areas.
