📋 Tender Overview
It went from S/15,807 million in 2019 to S/17,829 million in 2025, according to the OSIPTEL Financial Sustainability and Telecommunications Sector Perspectives report.
Income from public telecommunications services maintains its upward trend. Over a seven-year horizon, a growth of 12.8% was recorded, going from S/15,807 million in 2019 to S/17,829 million in 2025, given the growing demand for mobile and fixed internet services, according to the Financial Sustainability and Perspectives of the Telecommunications Sector report of the Supervisory Body for Private Investment in Telecommunications (OSIPTEL).
According to OSIPTEL projections, it is expected that these services will continue to drive the sustained increase in income in the sector. At the end of 2027, income from public telecommunications services would be close to S/19 billion, favored by the greater demand for connectivity.
For this period, it is expected that the number of mobile lines with monthly rental will continue its growth path, reaching around 22 million; while fixed internet connections will rise to 5.2 million.
It should be noted that, in the case of mobile services, the growth in the number of mobile lines with monthly rental is mainly supported by the growing need for data consumption by users. Meanwhile, fixed internet will be driven by the growing adoption of connections through fiber optics, a technology that at the end of 2025 represented 82% of the total plant in the countrys internet market.
Investments in expansion
Investments in the telecommunications sector also show positive behavior and in 2025 they would have reached S/4,451 million. It is important to highlight that, without considering radio spectrum or broadband projects, between 2014 and 2025, an average of S/3,379 million annual investments were recorded.
By 2026 and 2027, investments in the sector are expected to increase by 27.3% (to reach S/5,665 million) and 3.8% (standing at S/5,883 million), respectively. This growth responds to coverage commitments linked to the allocation of spectrum bands (AWS, 2.3 GHz and 3.5 GHz), deployment of fiber optics to expand data transmission capacity, and strengthening of the mobile network in 4G and 5G technologies.
Healthy operating profitability and improving net profits
The increase in investments has been accompanied by a sustained improvement in operational profitability levels, as well as a strengthening of net profits, with significant improvements in companies such as Claro, Entel and Bitel.
As of December 2025, operating profitability remained above 30%, considered a healthy efficiency threshold, according to companies specialized in the sector such as McKinsey & Company, RIS (Research ICT Solutions) and MTN Consulting, Inc.
Over the last decade, the net profit of these companies has improved significantly.
