At the Conference, Secretary of the Party Central Committee, Deputy Prime Minister Prime Minister Pham Thi Thanh Tra presented the core contents of Resolution No. 26-NQ/TW dated August 22, 2026 of the XIV Politburo on developing Vietnams tourism to become a key economic sector in the new era. Tourism has had a positive, quite comprehensive change. According to Deputy Prime Minister Pham Thi Thanh Tra, after nearly 10 years of implementing Resolution No. 08-NQ/TW on developing Vietnams tourism, the tourism industry has had A positive, fairly comprehensive development, increasingly contributing clearly to socio-economic development, creating jobs, promoting economic restructuring, and contributing to preserving and promoting cultural values and promoting the image of the country and people of Vietnam. In 2025, Vietnam will welcome nearly 21.2 million international visitors, an increase of 20.4% over the previous year, and 137 million domestic tourists. In the first 8 months of 2026, international visitors will reach nearly 16 million, aiming for the target of 25 million for the whole year. According to the World Economic Forums ranking, Vietnamese tourism has increased 16 places, from 75/141 in 2015, to 59/119 in 2025. Vietnam has also risen from 5th to 3rd position in the ASEAN region in terms of welcoming international visitors (after Malaysia and Thailand). In 2025, total revenue from tourists will reach about 1 million billion VND, an increase of 19% compared to 2024 and nearly 38% higher than in 2019. Tourism directly contributes nearly 8.8% of GDP and creates about 4.41 million jobs, equivalent to 8.5% of the total labor force. However, the Deputy Prime Minister said that the achieved results are not commensurate with the potential and advantages. Tourism development is not really sustainable; Awareness among sectors and localities is not uniform; Inter-sectoral and inter-regional links are still weak. Investment resources do not meet requirements, products lack diversity, depth and added value... Strongly shift from quantity to quality, setting a target for tourism to contribute 10-12% of GDP by 2030. According to the Deputy Prime Minister, the achievements are very important, creating a foundation for tourism to develop in the new period; But the quality, efficiency and competitiveness are not commensurate with the unique advantages of Vietnamese tourism, while the potential and room for development are still very large. Along with that, the world and domestic context is changing rapidly and deeply; Global tourism fluctuates strongly; tourism trends and needs change; Competition between destinations is increasingly high, posing the need to flexibly respond and have a comprehensive and sustainable approach strategy. To realize the double-digit growth target and contribute to the successful implementation of the two 100-year goals, tourism is required to develop breakthroughs, create spillovers, free up resources, and promote industries and fields to develop together in the spirit of the Resolution of the 14th Party Congress, the 10 pillar resolutions of the Politburo and other resolutions. of the 3rd Plenum of the 14th Central Committee. Therefore, the core issue is to strongly innovate thinking, approaches, methods of doing things, the focus is on converting the growth model and tourism management method from quantity to quality, improving added value for the economy, Deputy Prime Minister Pham Thi Thanh Tra emphasized. Second, develop tourism according to an integrated economic ecosystem, creating motivation for other fields; ensuring economic - cultural - social - environmental harmony, associated with national defense, security, cultural diplomacy and international integration. Third, restructuring the tourism industry, shifting strongly from quantity to quality, smart, green, creative, improving the competitiveness of products and services associated with the development of human resources, labor, employment and social security. Fourth, innovating and improving tourism management capacity towards modernity, data-driven management, linking with spatial planning for development, preservation and promotion of cultural and heritage values. Fifth, clearly identify subjects and methods of resource mobilization. Tourism development is the task of the entire political system under the leadership of the Party; Enterprise is the forcepioneer; The people are the participants and beneficiaries; Strengthen industry and regional linkages, mobilize and effectively use domestic and international resources. Resolution No. 26-NQ/TW sets a target that by 2030, tourism will directly contribute 10 - 12% of GDP; welcoming 45 - 50 million international visitors, serving 160 million domestic visitors; Total revenue rea
