Principles for organizing training and granting certificates. The Circular stipulates that training establishments are responsible before the law for the accuracy, truthfulness, and completeness of published information; Only organize training courses within the scope of announced capacity and according to the detailed training program and outline approved by the training facility. Training content must be consistent with the training program framework, detailed training outline, standards, technical regulations, methods and corresponding professional processes; reviewed and updated when relevant legal documents, standards, technical regulations or professional requirements change. Training courses are held in person, online or in combination. In case of online or hybrid organization, the training facility must ensure technical infrastructure to serve teaching, learning, testing and evaluation; authenticate learners; duration control; keep track of the training process; information security, personal data protection; At the same time, it meets the practice and discussion requirements of the training program. Certificates are only issued to students who participate in the minimum prescribed time, complete the requirements of the training course and meet the requirements for evaluating training results; This certificate does not replace the practicing certificate, appointment decision or practice conditions according to specialized laws. The certificate must have at least the following information: name of the training facility; certificate number; full name, date, month and year of birth of the student; training course name; training content or standards; training duration; date of issue; signature of an authorized person and seal of the training institution or valid digital signature for an electronic certificate; Electronic identification code for lookup. Professional training for assessment experts According to the Circular regulations, training facilities develop a training program framework and detailed training outline for each professional training course for assessment experts. The minimum content of the training program framework complies with the provisions in Appendix I, Appendix II and Appendix III issued with this Circular. An assessment expert of a certification organization, an organization performing validation, or a verification organization is a person who has the capacity in terms of professional qualifications, skills, experience and professional ethics to meet the requirements of the law and the requirements of the management system applicable to the conformity assessment organization, assigned by the conformity assessment organization to perform conformity assessment activities, including: management system assessment experts, product certification assessment experts, verification experts and validation experts. The minimum duration of the professional training course for assessment experts is 5 working days (equivalent to 40 hours). In particular, the minimum training duration for skills, assessment, validation and testing methods is 3 working days (equivalent to 24 hours). Final examination is conducted in the form of an essay exam or a combination of essay and multiple choice, graded on a 100-point scale. At the end of the training course, the training facility will base on the training participation process and the end-of-course test results to issue a professional training certificate to qualified students. The issuance of certificates is carried out according to the principles and assessment criteria specified in the program framework and detailed training outline. For assessment expert training courses according to standards, technical regulations or specific fields, the training facility integrates content on technical requirements, legal requirements, assessment techniques and practice situations in accordance with standards, technical regulations or that field.
