The arrangement will cover approximately 600 meters of the mouth of the Recica, the area of underpasses and underpasses from the confluence of the Recica and Savinja to the transformer station next to the railway line, and the arrangement of storm drainage.
Among the arrangements planned are the anti-flood wall on the left bank of the Recica River, the arrangement of bridges and access roads, the raising of the road with an embankment, and mobile barrier walls in the area of railway tunnels or underpasses. In the framework of the project, flooding along the Mulenca stream will also be partially addressed, where arrangements are planned to direct high water towards Savinja.

After the conclusion of the contract, the necessary project documentation for implementation (PZI) is drawn up, followed by construction work on the ground. Construction work is scheduled to begin in early 2027, and the project will be completed in 2028.
The contract for design and construction was concluded according to the contractual provisions of FIDIC - yellow book with the companies NIVO EKO, d. o. o., as leading partners and VILKOGRAD, d. o. o., as partners. In April 2026, a contract was concluded with INFRA, d. o. o., as leading partners and HSE INVEST, d. o. o., as partners.
The contractual value of design and construction amounts to approximately 11.7 million euros.
The regulation of Recica in Debro is part of wider activities to reduce the risk of flooding in the Savinja basin. The flood events in the Lasko area, including the floods in August 2023, additionally showed the importance of further implementation of the planned regulations to reduce the risk of flooding.
The project is co-financed by the European Union from the European Fund for Regional Development within the Cohesion Region of Eastern Slovenia and the Republic of Slovenia.
