π Tender Overview
Mr. Nguyen Anh Tuan belongs to a low-income group in urban areas, has a salary of less than 25 million VND, and has never owned a piece of land or a house. During the process of researching and preparing documents to buy social housing, he encountered many difficulties. The first is having the correct form for the necessary documents (income confirmation form, application form to buy social housing,...). There are so many laws, decrees, and circulars related to these documents that Mr. Tuan does not know if he is using the correct form or if the form has expired. Second is the problem of using forms available on the public service portal when registering for public services online. The state has strongly promoted digital transformation, integrating many services in applications for citizens, but Mr. Tuan still has trouble registering online. There are 3 services he provides online on the National Public Service Portal: Confirmation of residence information; Procedures for issuance of Certificate of Marital Status; providing information and land data. He registered to confirm residence information successfully, his application was approved, he received electronic documents confirming his permanent residence in the locality. However, when implementing the remaining 2 services online, he encountered problems, especially the registration procedures for providing land information and data. He used the available form provided by the public service website, which is the Certificate of Housing Conditions form according to Circular No. 05/2024/TT-BXD and the Public Service Portal can quickly and easily fill in the form from personal information data. About 10 days later he was notified to receive the results of successful application processing. But the result he received was that the application form was expired, so the request to provide land data information was not approved. Mr. Tuan had to go through this procedure again. When he received the results of the request for land data information, he learned that he had to submit the application to the local branch with the social housing project. He didnt know so he submitted the application to the branch where he permanently resided, a locality with no projects. After that, he returned the correct address. After going through the procedures and encountering many problems, Mr. Tuan wondered if the government had a mechanism to quickly authenticate cases like his so that he did not have to go to the local land office branch with a social housing project to confirm? If there is real estate in another locality but not in the locality with a social housing project, is it correct to still register to buy social housing? Mr. Tuan requested the authorities to guide him. specifically guide and publicize the process and forms to register to buy social housing. The Ministry of Construction responded to this issue as follows: Forms and documents confirming the subject, housing conditions, and income when carrying out procedures to register to buy social housing have been prescribed in Circular No. 05/2024/TT-BXD dated July 31, 2024 of the Minister of Construction detailing a number of articles of the Law on Housing (amended and supplemented). Supplemented in Circular No. 32/2025/TT-BXD dated November 10, 2025 and Circular No. 08/2026/TT-BXD dated February 15, 2026). The above forms and confirmation documents have been updated in Procedures for registering to buy, rent-purchase, rent social housing, borrow capital for households and individuals to build or renovate and repair housing themselves (Code TTHC 1.014632) on the National Public Service Portal system on administrative procedures.
