📋 Tender Overview
The excavation of the high areas of the municipality of Mosteiros is a big project. We have to take it as the flagship of this Government, it is with this determination that the Prime Minister, Francisco Carvalho, responded to the proposal of the mayor of Mosteiros, Fabio Vieira, who asked for two new roads: one that connects Cutelo Alto to Penedo Rachado and another that runs from Cutelo Alto to the center of Monte Velha. These are ambitious projects that, once materialized, will allow producers in this very productive region to sell their agricultural products in better conditions, particularly coffee and fruit, and reduce, perhaps eliminate, the loss of around 30 tons of fruit annually. The resources to finance these important road infrastructures must be included in the next budgets, as indicated by the Prime Minister, in the meeting with the President of the Chamber of Monasteries. The Minister of Agriculture, Eveline Ramos, said that the Pro-Agua program, financed by IFAD, will benefit the island of Fogo, with actions that add value to the islands agricultural and livestock products. Still on the issue of improving agricultural production, the Minister of Economy, Antonio Baptista, guaranteed that the ministry he oversees will implement integrated projects that aim to add value to the entire production chain, with the transfer of skills that allow the industrial transformation of products to be put into practice. The President of the Chamber of Monasteries spoke of the various gains in the field of education, but also of challenges, particularly in the field of social housing, receiving the guarantee from the Minister of Infrastructure that the municipality will be covered by the new Casa para Todos program and funds for the rehabilitation of residences. Another major problem highlighted is in the environmental field. Fabio Vieira warned of what he considers to be a major environmental attack in the Baleia region, where a private company extracts aggregates for civil construction. Sao Filipe positions itself as a producer and supplier to the market The Mayor of Sao Filipe, Nuias Silva, presented to the Chief Executive a set of partnership proposals for the materialization of projects that boost the development of his municipality, the island and the Fogo/Brava region. One of the major projects presented by the mayor is the construction of the municipal slaughterhouse, considered by the Mayor of Sao Filipe to be the first industrial plant in Cape Verde, budgeted at 40 thousand contos, in the final phase of construction. The Government expects a partnership to obtain the same amount to equip the infrastructure that will allow the slaughtering, conditioning and packaging of meat, targeting the tourist market, with value-added products that comply with international standards. At the same time, the mayor of Sao Filipe spoke about the Agrofood Park project, which should be located in the Monte Barro area. The city halls strategy envisages integrating the Post-Harvest Center, built in 2015 and which is abandoned, into the park and, therefore, asked the Government to cede ownership of the space to the municipality to be incorporated into the park. After listening to the projects, the Prime Minister reiterated what he has said in the different meetings: The President of the Chamber is the one who best knows the reality of the localities, he is an authentic Minister of the Territory, to consider that the proposals presented are coherent and that they meet peoples expectations. The Mayor of Sao Filipe asked for a partnership with the Government to improve the housing deficit, streets and build social and sports facilities, such as the cycle path, having received a guarantee from the Minister of Infrastructure that the Government will be a partner with Sao Filipe, starting with the resumption of works on the Casa Para Todos Complex, whose estimated amount for completion, 140 thousand contos, will be included in next years budget. The Government also assured the mayor that the municipality should have another pharmacy, as requested by Nuias Silva, who also obtained the favorable opinion for Sao Filipe to be the stage for the School Games in 2027. The Mayor of Sao Filipe, who is currently also President of the Association of Municipalities Fogo/Brava, presented projects that will have regional impacts, such as the reinforcement of the Regional Development Office, which needs more resources to hire more technicians, having received a commitment from the Government to provide financial support so that the office can hire engineers, surveyors and architects to serve the 4 municipalities and collaborate with the Government, for example in monitoring road maintenance. Issues related to large infrastructures, such as expansion and/or relocation of the port, expansion of the Sao Filipe aerodrome, will deserve attention from the Government, which promises resources in future budgets. Brava can be a model in sustainable energy During the meeting with the mayor of Brava, the prime minister listened to the immediate needs presented by theMayor Amandio Brito, such as rehabilitation of houses, construction of access roads to the town of Rasca, where the desalination plant is located, and to Cabo Te, did the math and concluded that practically all requests are fulfillable and materializable. The construction of playgrounds on practically the entire island will also be a reality. But there are structural issues, the solution of which has not yet been found and which continue to worry and condition the islands development. One of them is the issue of transportation. The transport issue continues to bother us. It is one of the islands structural problems of high, very high priority. With these words, the Mayor of Brava, Amandio Brito, began to explain to the government collective the main challenges that the smallest municipality in the country faces. The Mayor of Brava, like the others, also praised the initia
